The position is based in: Mokolo/Far North Cameroon Duration: 12 months (renewable)

The CDD/Caritas is a development organization created by the diocese of Maroua-Mokolo in the Far North Region. It was born in May 1982, from the diocesan will to provide local populations, plagued by many difficulties, with a development service for the whole man and for all men. It has been officially declared as an association since June 8, 2006 under number 079/RDA/K22/BAPP.

However, for more than 6 years, the entire Far North Region has been plunged into insecurity. Many Cameroonians are forced to flee their villages to settle further inland, following multiple attacks by the Islamist group Boko Haram. This situation has created a humanitarian crisis in the Far North region that requires an appropriate response to improve the living conditions of the populations.

In this context, Caritas, the humanitarian branch of the CDD, is implementing project P. 2022/005, Humanitarian aid project for the victims of Boko-Haram in the northern regions of Nigeria and Cameroon, as well as western Chad. in partnership with Caritas Germany, for a period of 3 years, from July 2022 to June 30, 2025 in the departments of Mayo-Tsanaga, Mayo-Sava and Diamaré. The objective of the project is to improve the socio-economic conditions of internally displaced, returnee and refugee populations.

To implement this project, Caritas is looking for a SERA Officer (Monitoring, Evaluation, Accountability, Learning) in MAROUA. The person will be based in Maroua.

POSITION TITLE: A SERA Officer (Monitoring, Evaluation, Accountability, Learning)

Description of tasks :

Under the supervision of the Permanent Secretary of CARITAS, the person concerned is responsible for developing and coordinating the monitoring, accountability and learning system for Caritas Maroua-Mokolo projects.

Key Job Roles and Responsibilities:
  • Support the coordination and implementation of all SERA activities of the assigned project, as indicated in the detailed implementation plan, in line with program quality principles and standards, donor requirements and good practices.
  • Track and report on any identified difficulties and/or gaps related to SERA to guide adjustments to implementation plans and schedules. Assist other staff in their efforts to reflect on project experiences.
  • Coordinate the deployment and implementation of the project feedback and response mechanism. Actively support seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the Feedback and Response Mechanism.
  • Support project SERA activities in the field (including digital data collection) and ensure timely analysis of project data according to specified mechanisms and tools. Collaborate with the team to prepare SERA-related aspects of the reports according to the established reporting schedule.
  • Collect information on SERA staff capacity needs and technical assistance needs and monitor SERA capacity building and technical support activities to ensure effective impact.
  • Complete project documentation for assigned SERA activities. Help identify useful information for case studies and promising practice reports.
  • Support program learning and decision-making by asking thoughtful questions, engaging with project data, reflecting, and sharing with project leadership information gathered from community members and partners.
Basic qualifications:

All candidates must meet the following conditions:
  • Hold a university degree in social sciences or in the fields of development or humanitarian aid.
  • Minimum of 2 years of professional experience in supporting projects, ideally in the field of humanitarian aid or development. Minimum of 1 year of work in the field of SERA.
  • Experience using data software, MS Windows and MS Office software
  • (Excel, Word, PowerPoint).
  • Experience in mastering certain technical software such as KoboCollect, CommCare, SPSS, etc. would be an asset.
  • Experience working with stakeholders at various levels and building community partnerships.
  • Experience in participatory preparation of action plans and community involvement.
  • Experience in data analysis and contributing to evaluation reports.
  • Foreign language required/desired: Excellent oral and written communication skills in French required. Knowledge of other local languages ??such as Fulfulde a plus.
  • Travel Required: Be willing and able to travel up to 40% of work time.
Knowledge, skills and abilities:
  • Observation, active listening and analytical skills with the ability to make good judgments
  • Good relationship management skills and ability to work closely with community members
  • Attention to detail, accuracy and punctuality in carrying out the responsibilities assigned to you
  • Critical thinking and creative problem solving skills with the ability to make good judgments.
  • Ability to contribute to written reports.
Preferred qualifications:
  • Knowledge of data analysis and visualization.
  • An understanding of the English language to contribute to reports in English.
COMPOSITION OF APPLICATION FILES: 
  • A letter of motivation addressed to the Permanent Secretary of Caritas of the diocese of Maroua-Mokolo;
  • A detailed curriculum vitae;
  • A photocopy of the national identity card;
  • A photocopy of the birth certificate;
  • Copies of the highest significant diplomas obtained;
  • Copies of practical references (work certificates, training certificates, etc.)
  • A letter of recommendation from a religious leader (Imam, Pastor, Priest).
Remuneration: to be negotiated.

CANDIDATES SELECTION PROCEDURE
After studying the application files, the Recruitment Commission will publish a list of candidates admitted to take the written test at the Bishopric of the Diocese of Maroua-Mokolo. Only selected candidates will be invited to take the written test.

NB: With equal skills, female candidates will be given preference.

Complete files are expected at the Caritas de Maroua secretariat, at the bishopric of the diocese of Maroua-Mokolo,  no later than Thursday Wednesday, August 03, 2022 at 12:00 p.m. sharp.
