Associate Site and Settlement CCCM Officer

Organizational Setting and Work Relationships

The main focus of the Associate Site and Settlement CCCM Officer is to support a multi-sectoral response to assist and protect displaced populations in communal settings (collective centres, camps, sites, transit/reception centres, spontaneous and informal sites, etc.), where such are created or envisaged. However, as camps and communal settlements are temporary solutions established only as a last resort whilst all efforts are made to find more durable solutions, the Associate Site & Settlement CCCM Officer does not advocate for the creation of camps, but supports the improvement of the management of any relevant communal setting. Additionally, displaced populations often settle outside of communal settings with host families or in rented premises in rural or urban areas and some aspects of the management and coordination of their access to protection and assistance might fall under the purview of the incumbent.

Role

Depending on the context and indirect or direct CCCM implementation nature of the role the Associate Site & Settlement CCCM Officer assumes different roles, contacts and liaisons; including

  • Supporting liaison with UNHCR and external technical sectors, field and protection units, , Camp/Site Management Sector and Partners, and Government representatives, etc. to ensure that services are provided in and across camps/sites, gaps are filled, as well as to ensure participation through camp/site governance structures.
  • Supporting UNHCR in the management, coordination of assistance and services, participation and self-governance of the displaced population at the site level through liaising with site level technical sectors, field and protection units, site/camp management partner agency, Government site level representation, and community representation groups.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties

Site/Camp Level direct implementation

  • Support the establishment and maintenance of effective coordination mechanisms and tools, including information management and site/camp monitoring with stakeholders, including government counterparts, ensuring timely and effective provision of services.
  • Support Site Management colleagues and local authorities in conducting regular site level coordination meetings - if working with a Site/Camp Management Implementing Partner ensure that partners conduct Site/Camp level coordination meetings - in line with the Principles of Partnership, making sure that participation is inclusive, consultative and results-oriented.
  • Establish strong working relationships with all site level internal and external stakeholders, including the displaced population and host communities, in order to facilitate effective collaboration and communication.
  • Conduct continuing site level monitoring of services to aid senior colleagues in ensuring that gaps are filled through site level coordination of response and service delivery.
  • Support the creation of and continuously updating of site level Emergency Response Plans as needed.
  • Contribute to regular and ad-hoc reports with concerned parties on a timely manner.
  • Support the setup and continuation of site level participatory governance.
  • Coordinate with senior colleagues and UNHCR information management focal points to help develop and update products such as site/camp profiles, site/camp directories, volunteer units mapping, infrastructure mapping, etc.
  • Support senior colleagues to coordinate with UNHCR Program Unit to follow up on PPAs and to provide inputs for reporting against indicators.
  • Represent UNHCR in meetings with sectoral and external partners, authorities and other relevant interlocutors when needed and appropriate.
  • Liaise and negotiate with local authority counterparts, partners and populations of concern when needed and appropriate.

Indirect sectoral coordination and liaison across camps/sites or displacement areas

  • Technical CCCM support

¿ Support the capacity building of relevant authorities and partner agencies in site management.

¿ Support the strengthening of CCCM mechanisms established by Government, Camp/Site

Management Implementing Partners or UNHCR Camp/Site Managers, while making particular emphasis on meaningful inclusion of the site community groups (women, youth, elderly and persons with specific needs) in decision-making processes; including through governance structures and sectorial focal points identification.

¿ Establish and/or maintain cohesion and uniformity in the setting up of communication channels, feedback mechanisms.

¿ In collaboration with partners, implement the delivery of initiatives and specific strategies to improve inter and intra-camp coordination, as well as reduce identified risks.

¿ Assess inter-camp level needs and identify problems/gaps and report to the supervisor to support timely practical actions to respond to particular problems.

¿ Contribute to the adaptation of relevant policies, guidelines and technical standards to the context of the crisis;

¿ Ensure that stakeholders are aware of relevant policy guidelines and technical standards and that responses are in line with them and those of the relevant government, human rights and legal obligations.

¿ Ensure to the extent possible that sector partners use common standards and tools for information collection and data management, including in needs assessments and monitoring.

¿ Ensure appropriate coordination with national/local authorities, including liaising with relevant government counterparts and ideally, working with them to support or complement existing coordination mechanisms.

¿ Provide input to monitoring mechanisms in place to review impact and progress against implementation plans;

¿ Provide input to reporting and effective information sharing amongst all partners; including but not limited to site managers, other sector leads and national authorities, disaggregating data by sex and age;

¿ In coordination with Government counter-parts, support the establishment and strengthening of an effective and transparent coordination system at site/camp-levels, including coordination of service provision and other defined site/camp activities.

¿ Support the National/Local Authorities with the ongoing process of clarifying roles and responsibilities among site/camp stakeholders.

¿ Support the CCCM sector¿s input to meetings with sectoral and external partners, authorities and other relevant interlocutors.

¿ Negotiate with local authority counterparts, partners and populations of concern when need and appropriate.

¿ Provide inputs to advocacy material for resources and funds.

¿ Contribute to key messages to the broader multi-sectoral advocacy initiatives.

Technical CCCM Support

  • Build relationships with key technical advisers and programme staff, respecting their respective mandates and programme priorities.
  • Build relationships with other key partners, including relevant national and local authorities, academic and other governmental institutions.
  • Build cooperative relationships with relevant sectors - particularly Health, WASH, Protection and Shelter.
  • Provide input to CCCM strategies in a consultative process with implementing partners, local and national government, and technical sectors; ensure that the CCCM response is driven by this strategy.
  • Contribute to contingency planning and promote the development and/or update of emergency preparedness measures.
  • Promote that the CCCM response is informed by appropriate relevant Technical Standards including among others Sphere, and good practice. ¿
  • Support the integration of cross-cutting issues in the work of the CCCM sector including age, gender, environment, diversity.
  • Support a consistent interpretation and application of international law and related UNHCR and IASC legal standards and policies for the adequate provision of CCCM.
  • Assist in organisation and delivering of training activities for stakeholders, including UNHCR staff, local partners and relevant authorities. If need be, ensure that the logistical requirements of the capacity development initiatives are in place in terms of organising venues, developing the lists of participants and that the other relevant logistical and administrative requirements are met.
  • Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience

Years of Experience / Degree Level

For P2/NOB - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree
