Child Protection Specialist on Information Management - Unicef Cameroon - NW/SW Area of Responsibilty

BACKGROUND

The Cameroonian government has recognized the importance of having credible and harmonized data for planning and monitoring child protection but also for monitoring the country's specific progress towards achieving the Sustainable Development Goals (SDGs). The government plans to follow up on vulnerable children, including those who are victims of violence, however it does not have an information management system.

Cameroon has seen its humanitarian situation deteriorate considerably due to the conjunction of several crises. In 2020, the country was facing three recurrent crises: (a) in the Far North mainly security due to the activism of non-state armed groups; (b) in the East due to political tensions in the Central African Republic and (c) in the North West and South West due to an internal political crisis. These various crises generated in 2020 internal displacements (977,000 internally displaced persons) and refugees from Nigeria (116,000 refugees) and the Central African Republic (294,000 refugees), and 321,000 returnees, i.e. a population of over 1,708,000 displaced persons in 2020. in need of humanitarian assistance.

In 2020, Cameroon was therefore faced with humanitarian crises in eight of its ten regions. The number of people in need of urgent help has increased dramatically, from 3.9 million at the start of 2020 to 6.2 million since the start of the COVID-19 pandemic. This represented an additional 2.3 million people compared to the situation before the COVID-19 epidemic. The number of people targeted was estimated at 3.4 million, more than half of them children, as part of the humanitarian response.

Cameroon is the second country most affected in the Lake Chad Basin by the armed conflict linked to Boko Haram in the Far North region. As of August 2020, there were over 320,000 internally displaced people, 123,489 returnees and 114,068 conflict-affected Nigerian refugees in the Far North region.

In November 2017, a socio-political crisis in the North West and South West regions turned into a situation of violence, with increasing reports of human rights violations and abuses, including including extrajudicial killings, arbitrary arrests, destruction of property and growing humanitarian needs. As of August 2020, nearly 670,000 people were internally displaced as a result of this crisis. An additional 58,000 people had also sought refuge in neighboring Nigeria.

In this context, information management appears to be a major issue. It is important for the protection of the child to have an adequate information management system for the collection, storage, analysis and sharing of data in order to support decision-making during the formulation of the response to be provided. In addition, good information management helps support resource mobilization and donor reporting.

In addition, this person will also play a crucial role, under the supervision of the Head of the Child Protection Section, in the development of the elements to be provided in the framework of the preparation of the HNO / HRP and periodic reports, situation and in the monitoring of child protection projects in Cameroon.

PURPOSE

As lead of the Child Protection Area of Responsibility and Child Protection Sector, UNICEF is expected to provide both a coordinator and an information management officer to support the planning, monitoring and reporting on child protection in emergency interventions for the child protection working group.

MAIN RESPONSIBILITIES AND TASKS

The support provided to the Child Protection Area of Responsibility. Collaboration and consultation with CP focal points, Office for Coordination of Humanitarian Affairs (OCHA), and the CP AoR partners. Key responsibilities will include:**

  • Work with CP AoR members and CP sector members to identify information gaps and propose ways to bridge such gaps.
  • Lead CP assessment planning and activities on behalf of the CP AoR members.
  • Ensure that key child protection concerns are reflected in OCHA-led multi-sectorial assessments, as well as other non-child protection assessments.
  • List and adapt existing IM tools (e.g. 5W matrix), development of new ones where needed and supporting CP AoR members in using these tools.
  • Build the capacity of CP AoR members through training and coaching on IM processes including data collection, storage and analysis to inform decision-making, advocacy, dissemination, etc.
  • Assist in formulating and providing regular inputs to UNICEF and OCHA sitreps.
  • Maintain regular contact with OCHA and the protection cluster towards harmonization of tools and sharing of information where necessary.
  • Ensure adequate representation of CP in Assessments and Information Management forums including regular update of existing child protection information in existing online platforms, such as OCHA website.
  • Respond to other CP information management needs for the CP Sector as identified by the coordinators and member organizations, including usage of case management systems such as the inter-agency child protection information management system (IA CPIMS).

MINIMUM QUALIFICATIONS AND COMPETENCIES

  • A minimum of 5 years of experience in the area of IM, assessments and/or M&E with either the UN and/or NGO.
  • Advanced university degree in informatics, statistics, GIS, or other relevant fields.
  • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
  • Experience working in the context of a natural disaster or armed conflict highly desirable.
