Duties

 

Basic Function of the Position:



The Consular Associate (CA) provides general support and "American citizen required" support in the Consular Section. The CA reports directly to the Consular Chief.


Major Duties and Responsibilities



Fraud Prevention Unit Support                                                                                                                                    
Manages Post's DNA collection program and conducts sensitive analysis of DHS travel data for validation studies as required.


Correspondence                                                                                                                                                                    
Responds to emails received from the public and Congressional offices about visa cases.  Drafts correspondence for signature by the Consular Officer.  Coordinates with Public Affairs Section to ensure consular portion of Embassy website remains current.


Biometric and other visa-related work                                                                                                                          
Perform biometric fingerprint collection for Non-Immigrant Visa (NIV) and Immigrant Visa (IV) applicants as needed.  Assists IV and NIV teams with all aspects of intake, printing, passback, and other visa-related work as needed.


American Citizen Services (ACS)                                                                                                                                            
Accepts passport and Consular Report of Birth Abroad applications.  Handles ACS and special consular services (such as notarials or prison visits) as required.  Maintains Consular Section's crisis management information and supplies as needed.


Consular Innovation                                                                                                                                                     
Acts as Consular Section's innovation resource to assist with planning exercises and training.  Maintains all-section tracker of individual awards, longevity, and training.  Ensures latest updates to consular regulations are reflected in Post's website, correspondence, and processes.


 

 

Qualifications and Evaluations

Requirements:

EXPERIENCE: At least one year of consular work experience within the last five years is required (FP-06) OR


No Consular Experience required (FP-07)


Please note that one credited year of working experience is equal to 40 hours/week x 52 weeks or 2080 hours


JOB KNOWLEDGE:


Successful prior completion of the 31-day Consular Course PC530 is required.

Education Requirements:

Completion of Secondary School or Local Mandatory Schooling and received high school diploma is required.

LANGUAGE:  (fluency) Speaking/Reading/Writing English is required. This may be tested

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given. 


** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
