ONE (E) (01) FIELD COORDINATOR- KOUSSERI

Context

Première Urgence Internationale (PUI) is a non-governmental organization of international solidarity, non-profit, apolitical and secular. Its objective is to meet all the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PUI is present in 19 countries, in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and intervenes in the fields of food security, health, nutrition, infrastructure rehabilitation, water and sanitation and economic recovery.

PUI has been present in Cameroon since 2008 and helps Central African and Nigerian refugees and vulnerable Cameroonian populations, through projects in the sectors of access to water, hygiene and sanitation, security. food, housing construction, refugee site management, in the East, Adamaoua, North and Far North Regions. Finally, since 2017, PUI has been in charge of developing the rapid response mechanism to population movements in the Far North region.

Overall objective:

Under the responsibility of the Head of Mission, the Field Coordinator is in charge of the proper functioning of the Kousseri base and the proper implementation of the projects developed on this base. She / He is also responsible for the safety and management of the teams.

Responsibilities and fields of action:

  1. Security: He / She is responsible for the security on his / her base.
  2. Programs : He / She coordinates the teams and ensures the proper implementation of the and / or project (s) on its basis.
  3. Human Resources : He / She supervises all the base teams, expatriate and national staff.
  4. Logistical, administrative and financial monitoring : He / she follows the logistical, administrative and financial aspects on his / her basis for the implementation of the programs, and ensures compliance with the related procedures, with the functional support of the Coordinator / Logistics Officer (CoLog), the Administrative and Financial Coordinator (CAF) and the HR Manager of the mission.
  5. Representation : He / She ensures the representation of PUI in the area for which he / she is responsible with partners, donors and various authorities.

Specific objectives and associated activities

1. ENSURE THE SAFETY OF PEOPLE AND PROPERTY ON THE BASE:

  • He / She participates in the development and revision of the base security plan and in its dissemination and understanding by everyone (expatriates and nationals).
  • He / She ensures that the security plan is up to date and adapted to the context and compliance with security measures by all staff.
  • He / She ensures the collection of information relating to safety in his / her area of ??intervention, offers an analysis and disseminates to his / her direct supervisor on a regular or ad-hoc basis in the event of an emergency.
  • He / She monitors with the logistics coordinator that the material and human resources are sufficient to ensure optimal safety of teams, materials and beneficiaries.
  • He / She immediately alerts his / her direct supervisor in the event of endangering teams or beneficiaries.
  • He / She ensures that in the event of a security incident (realized or aborted), the information is disseminated without delay to his / her direct supervisor and reported in the PUI format.

2. ENSURE THE IMPLEMENTATION OF PROGRAMS AND PROPOSE NEW INTERVENTIONS

  • He / She ensures the smooth running of activities (monitoring objectives, respecting schedules and deadlines, budget monitoring, quality control, contractual reporting, etc.) and reports to his / her direct line manager
  • He / She draws up the operational action plan for the area for which he / she is responsible according to the objectives defined in the annual program of the mission. He / She plans the activities and ensures that the schedule of activities is respected.
  • He / She ensures that the beneficiaries and local populations understand the objectives of the project (s) and participate actively in the implementation.
  • He / She ensures the smooth running of the projects under his / her responsibility and ensures that the objectives defined in the project proposal are respected. In particular, he / she follows the defined indicators, reports to his / her line manager, reports any difficulty encountered in the implementation and proposes improvements or reorientations if necessary.
  • He / She validates the technical choices, the strategy and the planning of program activities.
  • He / She follows the activities carried out and ensures the implementation of monitoring and / or evaluations, according to the needs defined by the program.
  • He / She ensures that the practices respect the PUI procedures and formats and are in line with the PUI intervention policy.
  • He / She sets up a formal coordination system, leads it in the field (meetings, written reports, etc.), and reports to his / her direct line manager.
  • He / She ensures the proper archiving of all documents produced within the framework of the project (s) and ensures that the sources of verification mentioned in the proposals are available.
  • He / She proposes new interventions and discusses them with his / her direct line manager.
  • He / She participates in the identification of needs on the basis of ToR and with validation of his / her direct line manager.
  • When defining new operations, he / she coordinates the technical departments concerned, the administrative and logistical support teams in order to prepare complete project proposals in accordance with donor formats and PUI internal rules.
  • He / She participates in the development of the Mission Strategy.

3. SUPERVISE ALL NATIONAL AND INTERNATIONAL TEAMS ON ITS BASIS:

  • He / She supervises all the national and international teams on his / her base.
  • He / She prepares the profiles of national positions under his direct supervision, validates the profiles of national positions drawn up by the project manager / s of his / her base and distributes them for validation in coordination (depending on the position).
  • He / She participates in the recruitment process as well as in any decision to terminate an employment contract of national staff on its basis.
  • He / She defines the organization chart of his / her base and has it validated by his / her direct supervisor and the Mission Administrator.
  • II / It ensures compliance with the internal rules of Première Urgence Internationale on its base.
  • II / She ensures that all staff under her direct responsibility have a written evaluation at least once per contract and per year.
  • II / She ensures that all national staff have a written assessment at least once per contract and per year.
  • He / She ensures the good administrative management of national staff (payroll / advances, follow-up of absences, attendance sheets, leave schedule, etc.)
  • He / She ensures or delegates the integration of any new employee on his / her base, and in particular ensures that the context of the programs implemented, the safety rules, the logistical, administrative, HR and financial procedures, as well as the procedures for using the means of communication and transportation are explained and understood.
  • He / She ensures the management of any interpersonal conflicts on his / her base and reports to his / her hierarchical superior or to the
  • HR department in the event that he / she cannot resolve the dispute on his / her own.
  • He / She participates in the continuing training of national and international members of his / her team (organizational, methodological, technical support possibly…), participates in the identification of training needs and recommends internal and / or external training actions.
  • He / She sets up the coordination mechanisms specific to his / her team and organizes its supervision.

4. PROVIDE LOGISTICAL, ADMINISTRATIVE AND FINANCIAL MONITORING ON THE BASIS

  • He / She supervises the supply of the base (support and program) by ensuring that internal and donor procedures are respected and that commitments comply with available budgets.
  • He / She ensures that the base (office) has the minimum equipment suitable for work, in optimal safety conditions.
  • He / She ensures that the management of the storage of goods and equipment is carried out efficiently as well as the delivery of program items to the intervention sites.
  • ll / It ensures the up-to-date preparation of inventories of stocks and equipment of its base and their distribution to the Logistics coordination mission.
  • He / She ensures that the management of the vehicle fleet is optimized and that the maintenance of equipment attached to its base is carried out regularly.
  • He / She is responsible for the optimization of costs, he / she uses the budgetary follow-ups to this end and ensures the good financial supply of his base.
  • He / She participates in the collective analysis (administration and logistics) of budget monitoring, detects discrepancies and proposes adjustments to his / her direct supervisor and to the Administrative Coordinator / ve mission.
  • He / She ensures that the accounts are entered according to internal rules and communicated to the Administrative Coordinator / ve mission according to the established schedule.
  • With the support of the mission coordination, he / she participates in monitoring the cash flow of his / her base, ensuring that the needs of the departments are consolidated and addressed every month to the Administrative Coordinator / ve mission as well as payments.
  • With the Administrative Coordinator / ve mission, he / she ensures that an internal control system is in place on his / her base. He / she ensures compliance with the expenditure initiation procedure and participates in the validation of purchase files.
  • He / She controls the keeping of the cash register and, as such, ensures that the cash balances are absolutely justified at all times by the appropriate accounting documents.
  • He / She follows the various contracts allowing the operation of his / her base: lease, insurance ...
  • He / She is responsible for keeping the accounts and as such ensures that cash and bank account balances are absolutely justified at all times by the appropriate accounting documents.

5. ENSURE THE REPRESENTATION OF PUI IN THE AREA COVERED BY ITS BASE

  • He / She participates in coordination meetings and is an active member.
  • He / She ensures and coordinates with his teams the representation of PUI in the field of the implemented project.
  • He / She ensures good relations between PUI and other actors: administrative, traditional authorities, UN, NGOs, representatives of beneficiaries (refugees, displaced persons, etc.) in particular by developing active communication with them.
  • He / She analyzes and transmits the information collected to his / her line manager. According to the needs of the program and / or the information collected, he / she coordinates and disseminates monitoring and evaluation reports to the people concerned.
  • In the event of a visit Lessor, he / she participates in the organization and implementation of the visit.
  • He / She is the guarantor of the image of Première Urgence Internationale in his area of ??intervention and as such ensures that all the personnel under his / her responsibility behave in line with the values ??defended by the organization and respectful of the local culture.

6. ENSURE COORDINATION IN THE AREA OF OPERATION AND THE CIRCULATION OF INFORMATION

  • He / She participates in coordination meetings and is an active member.
  • He / She ensures and coordinates with his teams the representation of PUI in the field of the implemented project.
  • He / She ensures good relations between PUI and other actors: administrative, traditional authorities, UN, NGOs, representatives of beneficiaries (refugees, displaced persons, etc.) in particular by developing active communication with them.
  • He / She analyzes and transmits the information collected to his / her line manager. According to the needs of the program and / or the information collected, he / she coordinates and disseminates monitoring and evaluation reports to the people concerned.
  • In the event of a visit Lessor, he / she participates in the organization and implementation of the visit.
  • He / She is the guarantor of the image of Première Urgence Internationale in his area of ??intervention and as such ensures that all the personnel under his / her responsibility behave in line with the values ??defended by the organization and respectful of the local culture.

Focus on 3 priority activities relating to the context of the mission

  1. Update of the NMS (Minimum Safety Standards) of the base within 03 months of taking up the post.
  2.  Continuation of the structuring of the management of the base (Administrative and logistics) in connection with the coordination.
  3. Monitoring of the implementation of programs and the pooling of teams:

Required profile:

  • Hold at least a Bacc + 3 level diploma in project management or any other similar field.

Professional experience

  • Justify an experience of at least three (03) years in a management position in an NGO or international institution.
  • Experience in humanitarian logistics, administration and security management
  • Experience in emergency projects, especially with refugees / displaced persons
  • Experience with UN, European (ECHO) and USAID / BHA) donors appreciated

Knowledge and skills required

Terms & Conditions

  • Position based in Kousseri (Far North Region) with travel to intervention areas
  • Fixed-term contract;
  • Salary defined according to the PUI national staff salary scale;
