Chemonics seeks a deputy country director (DCD) for the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program. The deputy country director in coordination with the Country Director, provides strategic guidance and oversight of project activities including Health system strengthening in PMI focused regions, in-country logistics, Forecasting & Supply Planning, Procurement, Warehousing and Inventory Management, and Last-Mile Delivery of HIV commodities to the PEPFAR-supported sites.

The DCD informs the overall technical vision and long-term strategic direction of the HIV/AIDS and Malaria task orders of GHSC-PSM in Cameroon, to ensure delivery of life-saving health commodities to support the national health system. Moreover, the DCD serves on the Senior Management Team, and as such, closely coordinates with the other project teams such as M&E, operations, and finance. This long-term position will be based in Yaoundé, Cameroon, with occasional local, regional, and international travel as required. Principal Duties and Responsibilities:

  • Provide managerial oversight of technical leads fulfilling GHSC-PSM country program agenda related to HIV/AIDS and Malaria Task Orders
  • Provide strategic guidance to the technical teams and promote best practices in order to improve health system strengthening activities, FASP, procurement, warehousing and inventory management, Data management, and Last-Mile Delivery of commodities.
  • Ensure that annual quantifications are conducted, supply plans updated, and stakeholders effectively informed about order status
  • Supervise and mentor technical staff to ensure continual professional development that supports the achievement of overall project goals
  • Work closely with field office’s various departments to periodically evaluate project progress against work plan and budget, identify issues and risks related to timely implementation, and undertake appropriate interventions to meet work plan objectives and client requests
  • Produce monthly and quarterly activity reports and review all regular technical reports, including TO1 and TO2 specific reports for USG and headquarters clients, as well as M&E quarterly reports produced by the field office before submission to headquarters or USAID
  • Troubleshoot communication issues, facilitate clear, concise, and streamlined communication within the local teams, with the Chemonics home office, USAID, and other relevant stakeholders
  • Support the Country Director in maintaining positive working and consultative relationships with the Ministry of Health, USAID, PEPFAR, PMI, Global Fund, and other partners as relevant
  • Contribute actively to the development and implementation of annual work plans and budgets that reflect the priorities of USAID, the Ministry of Health, and other key stakeholders
  • Strategically identify capacity gaps and arrange for appropriate training of project staff
  • Represent GHSC-PSM Cameroon as technical lead in external fora including meetings with relevant stakeholders relating to the provision of public health supply chain services
  • Serve as Acting Country Director in the absence of the Country Director; and
  • Perform other tasks as directed by the Country Director, or designee

Qualifications:

  • Advanced degree in public health, pharmacy, supply chain, logistics, or a related field, or a bachelor’s degree in the same fields plus an additional five years of work experience beyond the required eight years below
  • Minimum 8 years providing technical guidance and oversight in one or more of the following supply chain management areas: Quantification and Supply Planning, Procurement and Logistics, and/or Systems Strengthening
  • Ability to create efficiencies and lead the implementation of large complex public health programs, preferably with experience in medical procurement, logistics, or supply chain management
  • Demonstrated ability to monitor performance against key performance indicators
  • Demonstrated ability to apply supply chain management best practices and
  • Demonstrated ability to implement innovations for donor funded programs
  • Demonstrated leadership, versatility, and integrity
  • Fluency in French is required and fluency in English is highly preferred
  • Willingness to relocate to Cameroon for a minimum of two years and preferably until the current anticipated end of the project (Nov 2023)
