JOB DESCRIPTION

Catholic Relief Services a Development Organization is seeking qualified, experienced, and highly motivated Deputy Finance Manager -

Grants & Compliance Management who will take the lead in assuring the quality management of externally funded grants/contracts from inception to closure in support of high-quality programs serving the poor and vulnerable. In addition to an oversight and monitoring role, you will ensure that both programming and operations staff as well as partners improve their understanding of different granting/contracting mechanisms and build their capacity to adhere to donor regulations related to reporting, invoicing, and asset management and purchasing.

You will provide consistent and high-quality service and contribute to the proper stewardship of resources to help ensure operational effectiveness in support of high-quality programming.

The position is based in YAOUNDE/Cameroon and is contingent to funding

Primary Responsibilities:

•Provide guidance and support for the timely assessment of partner financial management capacity and ability to adhere to specific donor requirements. Develop related action plan with program and finance staff to address any capacity/system gaps.

•Lead in monitoring timely grant/contract closure – engaging both finance and program staff well in advance of closure deadlines and advising on issues related to staffing, disposition, and reporting.

•Ensure full compliance with the Sub-recipient Financial Monitoring Policy (SRFMP) provisions including partner’s assessments, completion of Internal Control Improvement Plans (ICIPs) and Monitoring reports.

•Oversee accounting processes, policies, and service delivery and maintain accounting controls to ensure accurate, complete, and timely recording and management of financial transactions and internal controls in compliance with CRS’ financial management policies and procedures, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements.

•Review and analyze financial reports, including cost allocation of shared costs, to verify financial transactions. Prepare balance sheet account reconciliations to ensure all transactions are accurately stated and appropriately classified. Work with relevant staff to address irregularities and resolve accounting issues and ensure correction of accounting entries and payroll.

•Serve as the key point person on all issues related to financial transaction records. Provide proactive advice, support, and capacity building to managers, staff, and subrecipients to ensure compliance with standards and proper records of financial transactions, as well as to support strengthening of internal control.

•Ensure financial reports are generated accurately and disseminated timely as per established reporting schedules and assist staff and subrecipients with financial reports analysis.

•Oversee maintenance of a good filing system of required supporting documentation to ensure easy access and retrieval, and a reliable and easy to follow audit trail.

Qualifications and Experience: 

•B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).

•Minimum of three years of experience in a position with similar responsibilities, preferably with an International NGO.

•Strong demonstrated experience in the areas of Finance and Program management

•Familiarity with accounting systems.

•Accuracy and completeness with a strong eye for detail

•Ability to work collaboratively

Required Travel: Must be willing and able to travel up to 40%.
