The World Wide Fund for Nature (WWF) Cameroon is looking for a
Financial Manager.

For the Global Environment Facility (GEF) project in Cameroon, we are looking for a finance officer with a spirit of excellence, integrity and dedication, to provide timely, accurate, clear and information on financial and accounting operations to the project’s technical team and subcontractors.

Mission of the department:  
The Council of the Global Environment Facility (GEF) has approved the 6-year Congo Basin Sustainable Landscapes Impact Program (IP CBSL), which includes a regional component, managed by UNEP , and several national children’s projects in the Congo Basin countries.  
The Cameroonian Child Project is managed by WWF-US as GEF agency, executed by the Ministry of Environment, Nature Protection and Sustainable Development (MINEPDED) with WWF Cameroon as financial administrator . It addresses the drivers of forest loss and degradation through strategies to strengthen the integrated management of Cameroon’s globally significant forest landscapes in the Congo Basin, to ensure its biological integrity and increase economic opportunities and livelihoods of forest-dependent people.  
Over the six-year project period, these strategies will be advanced through the implementation of five components:   
? Integration of integrated land use planning and management (LUP); 
? Improving the effectiveness of the management and governance of high conservation value forests, and targeted interventions to protect their threatened species; 
? Advance sustainable forest management (SFM) through non-timber forest products (NTFP) and hardwood value chains; 
? Increase the benefits derived from biodiversity through the development of sustainable tourism; ? Monitoring and evaluation (M&E), knowledge management (KM), and regional coordination.  

The project targets Cameroon’s key transboundary forest landscape, stretching from the Rio Campo maritime landscape on the coast, through the Cameroonian segments of the Tri-National Dja-Odzala-Minkebe (TRIDOM) and Tri-National Sangha landscapes. (TNS) to the east. The target areas for project interventions under each strategy depend on site-specific considerations, including the potential to achieve significant results within the six-year project period, baselines and available co-financing, and the ability to manage all environmental and social safeguard considerations. Several partners and subcontractors will be involved or hired for the implementation of the various project tasks. Their contribution will have to be coordinated and constantly monitored.

In this context, we are looking for a Financial Manager with a spirit of excellence, integrity and dedication, to provide timely, accurate, clear and complete information and support on financial and accounting operations to the technical team. project and subcontractors. It will ensure and manage an effective and efficient financial system, internal controls as well as sound management of financial resources that will ensure conservation activities in accordance with project strategies.

Main Duties:  
The Finance Officer will be responsible for the financial management of project funds in accordance with GEF and WWF GEF Agency requirements. The main functions are:
? Assist the project manager in the financial management of the project, including the preparation of budgets, expense reports and audits;
? Be responsible for and prepare project financial reports such as quarterly expenditure reports, progress reports and implementation reports;
? Assist the project manager in drafting proposals for budget reallocations or revisions, and obtaining the approval of the national director, the steering committee as well as the WWF GEF agency in order to formalize them each year within the framework of GEF budget reconciliation;
? Assist the project manager in the preparation and monitoring of consultancy contracts and sub-agreements; and ? Coordinate reporting of co-funding contributions for the project.

Key Duties and Responsibilities:  
He/she will be responsible for, among other things:
? Providing sound and timely financial information to the project technical team and all other partners and sub-contractors as needed and requested, and advising on opportunities for improvement as well as potential risks;
? Supervise and coordinate all financial and accounting operations;
? Ensure implementation and compliance with relevant Government of Cameroon regulations, WWF finance and accounting policies, procedures and systems in accordance with the Field Operational Manual developed by WWF International and the standards of the WWF network;
? Ensure the functioning of an effective internal financial control;
? Coordinate the preparation of annual budgets and quarterly forecasts for the project, in accordance with the annual planning cycle and in close collaboration with the project manager and the technical teams of the project.
? Ensure that all audit schedules (external and internal) are prepared. Review auditor recommendations with project manager and technical staff, and relevant contractor partners. Ensure that joint responses to these recommendations are prepared, in a timely manner, and that these are implemented on the basis of an appropriate action plan;
? Prepare and analyze project financial reports and ensure that they are submitted to the National Project Director for approval and subsequent transmission to the WWF GEF Agency in a timely, complete, correct and appropriate manner;
? Prepare consultancy contracts/agreements and sub-grants. if
? Prepare quarterly cash flow and planning to ensure all activities are adequately funded.
? Ensure project assets are properly accounted for in accordance with WWF’s FOM;
? Ensure the use of WWF’s FOM for the procurement of goods and services and review all
project requests against project budgets.




Profile:
Required Qualifications:
? Masters Degree in Accounting/Finance or related field with at least seven (7) years of experience in these areas, including at least five (3) years in a leadership role, with demonstrated success in an international environment (NGO or company); 
? Full accounting qualification (CPA, ACCA or equivalent); 
? Demonstrated skills in the development, management and evaluation of financial and administrative plans and policies; 
? Experience working with government and donors; 
? In-depth knowledge and dexterity with accounting software; and Experience working with international organizations involved in environmental and/or community issues would be an advantage;
? Skills in the use of MS Office applications, including an advanced level in MS Excel, are required; ? Experience using an ERP system is highly desirable.

Labor Relations:
Internal
Working under the technical supervision of the WWF CCPO Finance and Administration Manager, the Project Finance Manager will interact and work closely and on a regular basis with WWF CCPO Finance and Procurement staff, as well as project technical staff. (Environmental and Social Safeguards Officer, Landscape Operational Assistants, Monitoring, Evaluation and Knowledge Management Specialist).

External
He will collaborate with the national director of the project and the technical advisers, finance and accounting of the partners of the project and other partners subcontractors and consultants involved in the implementation of the projects.
