JOB ANNOUNCEMENT

The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, has recently received an award from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE). As a result, CGHPI is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua. CGHPI is operating in Cameroon as Georgetown Global Health LLC (GGHC)

GGHC Office Position

Position:                           Grants Management Specialist, TIDE Program Cameroon

Reports to:                       Finance Manager

Position Overview:         This position will be responsible for managing grants made to other organizations, namely the Regional Technical Group of the Center Region of Cameroon.  The position will work with sub grantees to ensure they possess adequate financial systems to receive and expend program funds, and to adequately monitor and report on their expenditures. The position will ensure grantees expend funds in line with their scopes of work and approved workplans, and in full compliance with USG/CDC and GGH regulations, policies, and guidelines, and Cameroon laws and regulations. The position will provide technical assistance to the RTG – building their capacity in financial, project, and grants management as necessary. The position will facilitate budget development, expenditure and projections analysis, and will work with sub awardees to ensure congruence between work plans, expenditures and results. The position will prepare sub awardees for audits as appropriate and necessary and address any gaps in financial and accounting practices and systems.

Specific Duties

-          Manage/supervise country level sub awards (e.g., grants, contracts, consultancies)

-          Monitor sub awards (i.e., expenditure, achievements of results vs targets, implementation of work plan/scope of work)

-          Provide project management support and build this capacity in sub awarded organizations

-          Carry out periodic review of sub award performance against budget expenditure

-          Prepare sub award reports for country and HQ leadership as per program requirements

-          Perform occasional audit of sub award accounts as applicable

-          Maintain working relationships between the project and sub awardees

-          Meet regularly with sub awardees to troubleshoot as necessary

-          Build capacity of sub awardees as necessary to manage USG funds and maintain appropriate compliance

Required Qualifications and Competencies

-          Bachelors’ degree in Business Administration, Management, Accounting, or related field

-          Training and certification in USG awards and grants compliance

-          Project Management certification

-          Good, inter personal and communications skills

-          Professional fluency in English and French

-          Minimum 3 years’ experience managing bi- or multilaterally funded projects

-          Proficiency with Microsoft office and major accounting software
