I- Role and responsibilities

The following is a brief description of the role.

The HSS Officer serves as the technical resource on health, safety and security risks and incidents management within North West Region. This function is line managed (direct) by the Field Coordinator and technically managed by HSS Coordinator. This role supports the field office coordinator to oversee and coordinate health, safety and security department activities for NRC in North West Region.

Generic Responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  • Promote and stimulate HSS risk management culture
  • Contributes to the implementation of health, safety and security policy and related annexes to it which are delegated to him/her according to the action plan.
  • Prepares regular monthly reports on the achievements of the activities defined in the action plan.
  • Oversee area level HSS risk management process to minimize the risks to staff, assets, operation and reputation of NRC.
  • Develop and maintain Area Office specific HSS documents and procedures. Supports Field Coordinator in developing NRC North West HSS strategy and HSS budget.
  • Oversee and/or conduct Security Risk Analysis (SRA) and status reviews and submits to country HSS Coordinator for the review and technical validation.
  • Initiates and proposes actions to improve health, safety and security management system.
  • Network, communicate and cooperate with relevant external stakeholders.
  • Supports Field Coordinator on access of NRC in Hard to Reach areas.

Specific Responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Conduct security assessment at Area level and prepare reports
  • Ensure all offices and infrastructures are compliant with minimum HSS standards (MOSS and MOISS).
  • Develop and share with Field Coordinator weekly and monthly security context reports.
  • Works with all relevant stakeholders to ensure the humanitarian access
  • Ensure that SOPs as well as other HSS procedures are disseminated to all staff and documented briefings conducted in his/her area of responsibility.
  • Responsible on archiving process according to NRC procedures of HSS documents for North West office.
  • Supports country HSS Coordinator to regularly update the following documents: Hibernation, Relocation Plans, Medical emergency Plan, SOPs, as well as induction briefings.
  • To develop and maintain updated incidents register.
  • Responsible to follow North West movements via Travel Authorization Requests.
  • Acts as HSS focal point in South West office in case of short absence and/or gaps.
  • Organize regular field visits in all NRC project sites in North West region to ensure NRC has adequate access and programs are conducted safely.
  • Participates and supports HSS department in HSS trainings and in other capacity building activities for staff and partners.
  • Supports country HSS Coordinator and management to prepare and conduct HSS trainings (First Aid, HEIST, Driver Training, SRA training).
  • Conducts in person all rapid SRAs for medium, high and extreme risk areas.
  • Participates in external meetings on security and access (INSO, OCHA, UNDSS, other platforms)
  • Other activities relevant to HSS domain as delegated from the line or technical manager.

  • Minimum 2 years and more of experience in security management in humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Experience of team management big asset
  • Excellent analytical and reporting skills
  • Fluency in English both written and verbal,
  • Good knowledge of office pack (Excel, Word, PPT)
  • Working level of French is a big asset but not eliminatory
  • Knowledge of one of the GIS tool for mapping purposes

III- We Offer

Possible Starting date: March 2022 subject to Project approval

Contract Type : Fixed term Contract of 12 months

Duty Station : Bamenda with 75% of field travel

Salary and benefits : Grade 5 step 1 NRC Cameroon salary grid
