I- Generic Responsibilities

• Adherence to NRC policies, guidance and procedures
• Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
• Promote the rights of IDPs/returnees in line with the advocacy strategy

II- Generic responsibilities which are function specific;

• Ensures adherence to NRC policies, manuals and directives.
• Implements the activities delegated to him/her in accordance with the action plan.
• Writes activity reports as requested by the supervisor or management.
• Ensures the correct archiving of documents.
• Ensures that projects target beneficiaries with the greatest needs and evaluates new and better ways to provide assistance.
• Encourages and advocates for technical improvement.
• Ensures capacity building of project staff and transfer of key skills;
• Promotes the rights of IDPs/returnees in line with the advocacy strategy.
• Manages and supervises Project Assistants

III- Specific Responsibilities

• Contribute to the designing of tools for needs identification, planning, implementation and evaluation of the response;
• Contribute to the operational planning of activities and monitor their implementation;
• Design training modules for community stakeholders including local leaders, and contribute to the improvement of existing ones;
• Organize and co-facilitate training for ICLA teams and relevant partners, and beneficiaries (administrative authorities, customary authorities, humanitarian organizations, etc.)
• Input and update beneficiary data into ICLA’s case management tools.
• Undertake regular monitoring and evaluation of ICLA activities, and contribute to monthly progress reports on activities, highlighting any technical or operational successes.
• Promote synergy with NRC's other core competencies in order to develop integrated approaches for a holistic response to the needs of beneficiary populations;
• Identify relevant advocacy issues related to land tenure and legal identity and contribute to planning and implementation of advocacy events;
• As delegated by management, participate in meetings, working groups, seminars and training workshops (internal or external) and take advantage of this to contribute to the capacity building of all NRC staff and partner teams.
• Any other task relevant to the position as requested by the line manager.

These are skills, knowledge and experience that are important for effective performance.

Generic Professional Competencies For This Position

• Minimum 3 years of relevant experience within field of expertise, including project coordination and project cycle management
• Technical specific knowledge from the humanitarian sector
• Previous experience from working in complex and volatile contexts
• Documented technical competences related to the position’s responsibilities
• Documented results related to the position’s responsibilities
• Fluency in English and French, both written and verbal

Context related skills, knowledge and experience (shall be adapted to the specific position):

• Knowledge of the context of the North and South West Regions
• Hold a university degree (Bac + 3) in law or its equivalent;
• Proven knowledge of the fields of Civil Status, rural and urban land management, collaborative conflict management methods;
• Good knowledge/experience in conducting qualitative/quantitative assessments and in responding adequately to identified gaps;
• Experience working in complex and volatile contexts;
• Have a good knowledge of the local languages of the area of intervention;
• Have a good command of computer tools (Windows, Word, Excel, PowerPoint);

V- We Offer

Possible Starting Date: March 2022 subject to project approval

Contract Type: Fixed term Contract of 12 months

Duty Station: Buea with 50% of field travel

Salary and benefits: Grade 5 step 1 NRC Cameroon salary grid
