Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of Country Director, the UN Volunteer will undertake the following tasks:

·         Support the implementation of SCOPE (WFP beneficiaries and distribution management platform) and Digital Assistance Services in the Field, ensuring software and hardware is configured and usable.

·         Provide ongoing support during SCOPE operations in the Field, including identity checks, data comparisons, biometrics quality, deduplication, while ensuring beneficiaries are efficiently registered and managed.

·         Support internal and external partners in assessing beneficiary data to support the implementation of the program, while ensuring appropriate coordination with Programme unit for the implementation of SCOPE related activities.

·         Contribute to the capability building of staff and partners through the review and/or design of appropriate training programs aimed at developing skills/knowledge on SCOPE and Digital Assistance Services.

·         Analyze the use of SCOPE by internal and external partners to inform the management of problems, identifying gaps and suggesting ways to improve performance, methods, and processes in collaboration with partners.

·         Other responsibilities

o    Contribute to the development of plans, budgets, tenders, and manage the deployment of beneficiary management systems aligned with business needs, at minimum cost and in accordance with WFP corporate standards.

o    Collate and analyze data to contribute to the preparation of accurate reports on SCOPE and Digital Assistance activities, investments, and costs, identifying ideas to increase cost-efficiencies where possible.

o    Provide advice to managers and users, understanding and resolving issues, and ensuring IT policies, procedures, systems, and tools are correctly applied to support them.

o    Coordinate with other UN agencies to align activities and maximize possibilities of inter-agency collaboration in the field of beneficiary management.

o    Follow standard emergency preparedness and contingency planning practices to ensure WFP can maintain basic beneficiary management services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.

o    Contribute to the preparation of operational plans and deliver resource requirements at the onset of an emergency.

o    Contribute to the development of plans and budgets and manage the deployment of general IT/TC systems aligned with business needs.

o    Maintain and develop technical expertise and understanding of industry developments.

o    Other as required.

·         University degree in Computer Science or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

·         At least five years of progressively responsible professional experience in managing IT services;

·         Proven experience analyzing service management results and developing service enhancement and recommendations;

·         Keen ground-level experience implementing IT and telecoms systems.

·         Ability to organize, complete and accurate reports, records and/or data, and put together independently with only general guidance.

·         Ability to have sound judgment; Ability to work with minimum of supervision; to supervise and train support staff; and to work effectively with people of different national and cultural backgrounds.
