To expand our work in Madagascar and in Cameroon by strengthening our value proposition, fortifying our internal capacity to respond rapidly to funders' and government's requests, enhancing our added value in our contribution to UNCT in the UNSDCF process and to the country's National Development Plans, UNOPS is recruiting a Lead Electrical Engineer to support technical proposals that will help to build further the pipeline in Madagascar and Cameroon.

Based in Kinshasa, DRC, the UNOPS Multi country Office (CDOH) in Central Africa covers eleven countries including DRC, RC, CAR, Angola, Cameroon, Equatorial Guinea, Gabon, Rwanda, Burundi, and Madagascar. The office has developed strong working relations with the international partners, UN agencies including UN Missions and Governments across Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure construction and rehabilitation and development across health, education, public works, governance/public administration sectors; procurement, project management, amongst others.

CDOH Hub also implements more and more projects of procurement and distribution of various equipment and therefore needs Logistics skills to properly implement and monitor these projects.

The UNOPS office in Cameroon opened in December 2019, and has several active projects, whose nature varies from construction, technical studies in different sectors, WASH activities, human resources management for other entities, and procurement including in the medical field (COVID-19).

The office is constantly working to expand its activities in order to support its partners in the implementation of their development programs and projects.

Under the overall guidance and direct supervision of the Multi-country Office Director or Business and Partnerships Advisor for the Multi-country Office (CMCO) and in close coordination with the Regional Office and the Partnerships Group, the Lead Civil Engineer is responsible for supporting the development and implementation of the partnership and programme development plan for the offices and countries managed by the Multi Country / Country Director or the HQ Partnerships Group. This may also include new countries where UNOPS is planning to initiate or broaden operations.

In particular, the Lead Civil Engineer with expertise in design, planning, and implementation of infrastructure activities, will provide UNOPS with sound technical and practical advice for the following: Advisory services

  • Provide advice and coordination on all potential and ongoing infrastructure works;
  • Review and/or develop written Standard Operating Procedures (SOP) for all aspects and stages of infrastructures projects;
  • Review and, where appropriate conduct technical assessment for all planned infrastructure activities required;
  • Provide advice on feasibility, costings, timelines and requirements;

Technical Design and operations

  • Submit Design Briefs for all planned infrastructure -activities including; conceptual designs, specifications, standards, budget estimates, timeframes and strategies for execution;
  • For all infrastructure activities approved to proceed, prepare Final Design documentation, including: Scope of Works (SoW), site information, budget, specifications, schedules, Bill of Quantities (BoQ), calculations and construction drawings;
  • Submit requisition - and coordinate with Procurement unit to complete the procurement process, including: development of relevant tender documents, evaluation of tenders and issuing of works contracts;
  • Implement quality controls (QC) procedures, to ensure all infrastructure -activitiesare correctly initiated, managed, monitored, reported and closed in accordance with UNOPS policies and procedures.

Personnel Management

  • Support to motivate the technical team
  • Provide proactive performance management for all supervised personnel.
  • Ensure that behavioural expectations of team members are established
  • Ensure safety and security for all personnel and comply with UNDSS standards

Knowledge Building and Knowledge Sharing:

    • Ensure that lessons learned and challenges are documented throughout the project stages and shared with the supervisor;
    • Ensure final reports and handover reports are completed on time and to the required quality;
    • Update and maintain project documentation and filing system;
    • Performs any other related duties as may be assigned.
    • Advanced University Degree (Master's Degree or equivalent) in Engineering in a relevant subject matter such as Civil Engineering, Structural Engineering, Construction Management or Architecture is required
    • First university degree (Bachelor's degree or equivalent) in Engineering in the above-mentioned field with an additional two (2) years of relevant experience may be considered in lieu of the advanced university degree.
    • Minimum five (5) years of relevant experience in engineering planning, construction planning, construction management or related field is required.
    • Prior experience in contract management is preferred.
    • Experience in structural engineering and design review is an advantage
    • Experience with one or more engineering software applications (i.e: AutoCAD, SAP2000, Prokon, ETABs) is an asset
    • Experience in Google suite and particularly dashboard production using Google Data Studio is an asset
    • Experience in infrastructure in developing country context is an asset
    • Written and spoken English and French is required.
