To expand our work in Madagascar and in Cameroon by strengthening our value proposition, fortifying our internal capacity to respond rapidly to funders' and government's requests, enhancing our added value in our contribution to UNCT in the UNSDCF process and to the country's National Development Plans, UNOPS is recruiting a Lead Electrical Engineer to support technical proposals that will help to build further the pipeline in Madagascar and Cameroon.

Based in Kinshasa, DRC, the UNOPS Multi country Office (CDOH) in Central Africa covers eleven countries including DRC, RC, CAR, Angola, Cameroon, Equatorial Guinea, Gabon, Rwanda, Burundi, and Madagascar. The office has developed strong working relations with the international partners, UN agencies including UN Missions and Governments across Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure construction and rehabilitation and development across health, education, public works, governance/public administration sectors; procurement, project management, amongst others.

CDOH Hub also implements more and more projects of procurement and distribution of various equipment and therefore needs Logistics skills to properly implement and monitor these projects.

The UNOPS office in Cameroon opened in December 2019, and has several active projects, whose nature varies from construction, technical studies in different sectors, WASH activities, human resources management for other entities, and procurement including in the medical field (COVID-19).

The office is constantly working to expand its activities in order to support its partners in the implementation of their development programs and projects.

Under the overall guidance and direct supervision of the Multi-country Office Director or Business and Partnerships Advisor for the Multi-country Office (CMCO) and in close coordination with the Regional Office and the Partnerships Group, the Lead Electrical Engineer is responsible for supporting the development and implementation of the partnership and programme development plan for the offices and countries managed by the Multi Country / Country Director or the HQ Partnerships Group. This may also include new countries where UNOPS is planning to initiate or broaden operations. His/her duties include:1. stakeholder management

  • Manage communications and ensure stakeholders are aware of project activities, progress, exceptions and that stakeholders are able to accept the handover of the project outputs;
  • Manage design consultants and their performance/delivery during the design development phase for MV electrical systems;
  • Manage the performance and delivery of works being conducted by contractors and to ensure compliance with designs, codes, regulations and standards;
  • Advise the Project Manager regarding issues that may impact the achievement of the project outputs, including issues of sustainability, resilience and post project requirements such as maintenance;
  • Manage project information flows between the various assigned work packages and the rest of the project team;

2. Operations

  • Implement approved work packages (including the establishment of milestones) within tolerances set by the Project Board;
  • Lead in the management of the delivery of effective designs which conform to all codes of practice and industry standards in Electrical Systems, Substation Design and Build projects up to 33kV;
  • Manage the production of the required project products, taking responsibility for the overall progress and effective use of resources and initiating corrective actions where necessary;
  • Ensure compliance with UNOPS and National Health & Safety and Electrical Systems Regulations and Construction Quality Assurance;
  • Lead the preparation of tender and contract documentation including specifications, bills of quantities, drawings and engineer estimates where required;
  • Liaise with external equipment and services suppliers and/or account managers; Advise the Project Manager of any deviations from the project plan;
  • Identify and manage risks so that maximum benefits to the project are achieved. Review and manage project products quality and ensure that completed outputs are accepted by the relevant stakeholders;
  • Monitor and evaluate the performance and delivery of service providers;
  • Identify and report potential business opportunities for UNOPS to UNOPS Management. Identify and report threats to the UNOPS internal project business case to the Project Manager;
  • Daily coordination with relevant stakeholders such as other UN agencies, NGOs, Community and government counterparts and contractors;
  • Quality Control of all matters pertaining to the delivery of the project;

  • Schedule and time management;
  • Provision of relevant information to enable reporting in line with the provisions of design documentation and contractual requirements;
  • Assist with the final closure of the project upon completion, delivery and acceptance of all project outputs;
  • Perform other duties as assigned by the respective Project Manager;

3 . Knowledge building and Knawledge Sharing

  • Participate in the relevant UNOPS Professional networks;
  • Actively interact with other members of the project management team, engineers, health, safety and environment etc;
  • Complete lessons learned as per UNOPS reporting format and incorporate into the UNOPS Knowledge Management;

4 . Personnel Management

    • Ensure that the behavioral expectations of the United Nations are established and met by all members of the electrical distribution systems team;
    • Lead and motivate the design and construction teams;
    • Ensure that performance reviews are conducted and recorded in the relevant UNOPS systems;
    • Identify assigned staff performance issues both positive and negative, and bring to the attention of the Project Manager for the appropriate performance related actions;
    • Have a thorough understanding of all UNOPS personnel contract modalities;
    • Ensure compliance by assigned staff with all National and UNOPS safety and security requirements. To include the full compliance with UNDSS systems and requirements;
    • 5. Monitoring and Progress Controls
      • The project management processes are designed to deliver maximum accountability, transparency and results. If a project output or process is not in line with this intent, it is the responsibility of the Lead Electrical Engineer to raise the issue to the Project Manager and/or supervisor;
      • Ensure that the project work packages deliver the required project products within the specified tolerances for time, cost, quality, scope, risk and benefits;
      • Maintain formal records and files in accordance with UNOPS policies and procedures;
      • Under the guidance of the Project Manager, prepare and circulate periodic reports on all aspects of the progress of design development and construction activities;
      • Be present at all times during the course of construction and installation activities;
      • Notify the Project Manager promptly with respect to all matters that require immediate and/or urgent decision making/action, to include those affecting health and safety and environmental issues;
      • The Electrical Engineer shall be responsible for the progress and quality of the delivery of design development and construction. S/he will be responsible for the daily on- site supervision of all works being conducted by contractors and/or ZETDC to thereby ensure the on-site quality control and compliance with design requirements is met.
      • Advanced university degree (Master's degree or equivalent) in Electrical Engineering or related field is required.
      • First level university degree Bachelor's Degree or equivalent) in a Electrical Engineering or related field with an additional two (2) years of relevant work experience may be accepted in lieu of the advanced degree.
      • Minimum of five (5) years of relevant experience in the management and supervision of the design development of electrical systems with a focus on renewable energies (solar, hydro, waste to energy etc) is required;
      • Use of project planning and drafting software such as MS Project and AutoCAD is required;
      • Experience of international electrical codes and standards is required;
      • Experience of working on international/local projects in conflict/disaster prone regions is an added advantage;
      Written and spoken English and French is required.
