Job Title: MEAL Officer

Reports to: Programme Coordinator (Hierarchical supervision)

Field Operation Manager (For Axis 4)

Duty station Buea

Type of contract CDD

Duration of employment contract: Until 31/12/2021

 

 

Main objective Axis 1: Tracking of beneficiaries and indicators

Coordinate the preparation and updating of the project monitoring and evaluation plan and submit it to the project leader for validation;

Develop and ensure the regular updating of the project's indicator database;

In collaboration with the protection officers, establish and update the mapping of the project implementation areas;

Monitor the performance indicators of the local project implementation partners.

Axis 2: Development of collection and capitalization tools

Identify data sources and develop appropriate tools to capture performance and impact indicators, in collaboration with the project team;

Support the project team and its partners in identifying critical events that can help to formulate lessons learned and to take into account decisions that will contribute to the success of the project;

Set up tools and forms to help the project team capture all basic project information and coordinate with team leaders for their implementation;

In conjunction with the Head of Office, organize regular quality control missions for the data and information collected;

In conjunction with the communication unit, coordinate the collection of the

most significant changes generated by the project (testimonials and case studies) and success stories and ensure monthly reporting.

Ensure that lessons learned are taken into account when planning project activities;

Share monthly with the programme coordinator the tools put in place and/or updated for the collection and monitoring of project information.

Axis 3 : Reporting on project indicators and statistics

Submit to the project manager a monthly table for monitoring project performance indicators;

Report in real time on indicator data, as well as updated and verified statistics.

Under the supervision of the project manager, ensure the compilation of the various reports within the indicated timeframe

Ensure that a cloud archive is operational and organized

Ensure that every activity of the project’s is duly reported are finalized and archived to the cloud

Provide the project statistical database to the Program Coordinator on a weekly basis.

Axis 4 : Ensure project accountability

At the request of the Head of Office, organizes and reports on satisfaction surveys.

Ensure that the complaint committees and all of the community structures

are trained and effectively provide feedbacks through the appropriate channels

Under the supervision of the Head of Office, ensures the collection of Level 1 complaints and monitors the processing of these complaints by the teams concerned. Produce a weekly follow-up report

In conjunction with the Head of Office, organize post-distribution survey and ensure their analysis and reporting.

In collaboration with the Head of Office and under the supervision of the

Program Coordinator, organize needs assessments specific to INTERSOS, or those in collaboration with other humanitarian actors and platforms.

NB : The Monitoring and Evaluation Officer shall perform any other tasks assigned to him/her by his/her supervisor that are not provided for in this ToR.

 

Competences 

University degree in Management, with an advanced diploma in project management, data analysis, statistics,

Minimum 3 years of relevant work experience, including at least one year in NGO;

At least 2 years in Database Management, Data analysis, and/or monitoring tools

development/implementation

Advanced computer literacy (Word, Excel, Kobo Toolbox, outlook)

Strong analytical and reporting skills

Respect and adherence to protection principles

Capacity to work under pressure, flexibility

Excellent interpersonal and communication skills

Strong interpersonal skills

Proven writing skills

Initiative and autonomy

Languages English is the primary working language

 

Knowledge of French (written and spoken) is an asset
