As part of the optimization of HIV care in children, adolescents and young people aged 24 and under under 2nd and 3rd line protocol, the Ministry of Public Health of Cameroon (MOH) and JANSSEN Product LP (Johnson & Johnson) have signed a contract for the implementation of the NEW HORIZONS initiative advancing pediatric HIV Care collaborative (NHC). This contract covers the care and treatment of previously selected children and adolescents aged 24 and over with HIV. Elizabeth Glaser Pediatric Foundation (EGPAF) is providing technical and financial assistance for this project on behalf of Johnson & Johnson. Between 2018 and 2019, ARV coverage increased respectively from 23.17% to 34.2% among children and from 27.2% to 32.2% among adolescents (CNLS, 2018,2019). What’s more, resistance to ARVs (NRTIs, NNRTIs) is 90.0% after 2 years of ART in children (Fokam et al., PIDJ 2011) and 90.5% after 8 years of ART in adolescents (Fokam et al. ., HIVDRW2019). The implementation of this project in Cameroon is of paramount importance insofar as it will reduce the rate of resistance to ARVs and improve the indicators of HIV care within this target. Thus, the Ministry of Public Health of Cameroon and EGPAF plan to jointly recruit a consultant with crucial experience in pediatric HIV care for the monitoring and implementation of this project in Cameroon on behalf of the current year (2021). 5% after 8 years of ART in adolescents (Fokam et al., HIVDRW2019). The implementation of this project in Cameroon is of paramount importance insofar as it will reduce the rate of resistance to ARVs and improve the indicators of HIV care within this target. Thus, the Ministry of Public Health of Cameroon and EGPAF plan to jointly recruit a consultant with crucial experience in pediatric HIV care for the monitoring and implementation of this project in Cameroon on behalf of the current year (2021). 5% after 8 years of ART in adolescents (Fokam et al., HIVDRW2019). The implementation of this project in Cameroon is of paramount importance insofar as it will reduce the rate of resistance to ARVs and improve the indicators of HIV care within this target. Thus, the Ministry of Public Health of Cameroon and EGPAF plan to jointly recruit a consultant with crucial experience in pediatric HIV care for the monitoring and implementation of this project in Cameroon on behalf of the current year (2021).Il- Role/Responsibilities

 

The main role of the consultant will be to:

 

• Identify with the help of providers the number of children under 2nd and 3rd line ARV treatment protocol;
• Support providers in the effective implementation of the follow-up of children, adolescents and young people aged 24 and over who are in treatment failure;
• Ensure the effectiveness of the implementation of national directives in the sites;
• Define the circuit for sampling, collection and transport of samples for resistance tests;
• Ensure that all children, adolescents and young people enrolled in the project have undergone a resistance test;
• Evaluate the compliance of the activities carried out by the health facilities on pediatric PEC with the standard/requirements of the project;
• Design the supervision grids and ensure follow-up in the sites
• Ensure the management of the supply chain of HIV inputs;
• Develop the themes for the animation of the monthly ECHO sessions
• Monitor and evaluate the activities carried out in the sites concerned;
• Prepare a monthly, quarterly report; half-yearly and annual of the activities implemented; Report on activities carried out at DLMEP and EGPAF

IV- RESEARCH PROFILE

• Training of at least BAC+7 (general practitioner with 10 years of experience or
• Public Health Physician with 5 years of experience or Pediatrician Physician or
• Infectious disease doctor ;);
• Experience of at least 5 years in the field of HIV care in children and adolescents;
• Excellent oral and written communication skills in French and English;
• Mastery of the Cameroonian health system,
• Free of any commitment during the study period and available for travel to the sites concerned.

IV- SPECIFIC STRENGTHS

• Having worked in a project to fight against HIV in children and adolescents is an asset,
• Knowledge of the cities of Douala and Yaoundé is an asset
