Context

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA supports:

  • Sexual and reproductive health (SRH) for all, particularly women and girls in more than 150 countries – home to more than 80 per cent of the world’s population. SRH includes; - The health of pregnant women, especially the 10-15 million who face life-threatening complications each year - Reliable access to modern contraceptives sufficient to benefit 20 million women a year - Training of thousands of health workers, particularly midwives to help ensure at least 80 per cent of all child births are supervised by skilled attendants - Prevention of teen and early pregnancies, complications of which are the leading cause of death for girls 15-19 years old - Delivery of safe birth supplies, dignity kits and other life-saving materials to survivors of conflict and natural disaster
  • Prevention of gender-based violence (GBV), one of the most common forms of violence today affecting 1 in 3 women across the globe
  • Abandonment of female genital mutilation, which harms 3 million girls annually
  • Gender-responsive, age appropriate Comprehensive Sexuality Education (CSE)
  • Efforts to end child marriage affecting 12 million girls every year
  • Countries in development of youth policies and reproductive, maternal, newborn, child and adolescent health policies and action plans.
  • Population Census, demographic health surveys, research, data collection and analysis, which are essential for development planning as well as in humanitarian settings

Task Description

  • Working within a Country Office environment, the Midwifery advisor will oversee all interventions aiming at improving midwifery activities and tackling major related challenges within the project intervention zones in a context that prevent COVID-19 effects on service delivery;
  • The Midwifery advisor guides and facilitates the delivery of midwifery activities as well as the monitoring results achieved during the implementation of the project. S/he ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.
  • S/he will foster strategic alliances and partnerships, and develop relationships, networks and coalitions with national stakeholders, organizations, institutions and associations with particular emphasis in the East and Adamawa regions.
  • S/he will substantively contribute to the effective management of the project activities in all areas of reproductive health, family planning.
  • S/he will support the strengthening of the midwifery program of the Ministry of Public Health in line with the ICM standards (International Confederation of Midwives).
  • S/he will provide high-level technical and strategic assistance on how UNFPA can support the Ministry of Public Health in increasing the use of EmONC services in the context of Covid-19 through midwives as well as the use of family planning through community based approach.
  • S/he will coordinate and monitor the implementation of planned project interventions according to the integrated orientations and strategies linked to the three transformative results of UNFPA, including capacity building, innovative and strategic partnership, knowledge management, documentation of good practices, etc.
  • S/he will provide high-level technical and strategic assistance on how UNFPA can support the Ministry of Public Health in strengthening the midwifery practice with particular attention to BEmONC training and supervision including drugs, medical material and equipment, management, collection and analysis of B EmONC data through monthly activity reports;
  • S/he will facilitate the building of networks and coalitions in relation with other stakeholders to improve the status and image of midwives and influence the reduction of maternal and newborn mortality;
  • S/he will work with the project team to maintain project activity monitoring documentation, write monitoring reports, organize meetings, workshops and studies as needed within the project;
  • S/he assumes all other tasks / functions defined and agreed with the office; Expected results :
  • A midwifery strategy on service delivery in the EmONC networks in a COVID-19 context is elaborated and validated by the ministry of health
  • All documentation regarding ICM and UNFPA midwifery program are available and disseminated in the East and Adamawa regions with the coordination of the ministry of public health;
  • Increased capacity of targeted health facilities in the EmONC networks in intervention areas of the project to provide quality EmONC care and limit the transmission of Covid-19.
  • Increased capacity of targeted health facilities in the EmONC networks in intervention areas to generate demand for reproductive health services in the context of the Covid-19 pandemic.
  • Increased and maintained access by women of childbearing age and young people to integrated SMRNA services including antenatal consultations (ANC) and family planning in the EmONC networks of the project intervention areas in the context of the Covid-19 pandemic.
  • The project is implemented in strict respect of norms guiding project management while upholding donor confidence and UNFPA visibility;
  • Project expected results are met through quality delivering on the basis of harnessing resources and animating a team of motivated actors;
  • Maternities within the EmONC networks in designated intervention areas of the East and Adamawa regions develop and provide maternity services providing newborn care and essential emergency obstetric care by applying essential skills of basic obstetric practices in the context of Covid-19;
  • Support midwives working in the EmONC networks in East and Adamawa regions to report regularly on epidemiological information based on maternal and newborn health indicators in line with the project;
  • Maternities within the EmONC networks in the designated project intervention areas have a preventable maternal death due to direct obstetric complications that is dropping;
  • Submission of quality periodic activity and finance reports, documenting lessons and disseminating results;
  • Submission of an end of mission report reflecting key results and strategic recommendations
