The International Labor Organization (ILO) is a Specialized Agency of the United Nations System whose mandate is to promote social justice, notably through the Decent Work Agenda. The ILO Technical Support Team for Decent Work in Central Africa and Country Office for Cameroon, Equatorial Guinea and São Tomé and Principe, based in Yaoundé (ETD/BP Yaoundé), represents the ILO in Cameroon.

 

The International Labor Office and the Government of Cameroon signed a cooperation agreement on December 27, 2021 for the implementation in the North-West region of Cameroon, of the Project to carry out employability support activities young people through the labour-intensive approach and job creation for young people as part of the Support Program for the Transport Sector – Phase III: Construction of National Road No. 11 – RING ROAD in the North-West Region, more specifically, in the departments of Bui, Donga Mantung and Menchum. 

 

The overall objective of the project is to contribute to the creation of decent jobs by opening up and rehabilitating certain infrastructures in the North West region of Cameroon. Indeed, the region's poor employment conditions are a source of discouragement among local populations, especially those living in isolated rural areas. Due to the absence of economic opportunities, these populations are won over by discouragement and idleness. The consequence of this general malaise not only leads to addictive behavior and the negation of civic and moral values, but also promotes violent extremism, one of the corollaries of which is enlistment in the armed groups that currently exist in the region. Thereby, 

 

This objective will be achieved through the use of labor-intensive approaches during the execution of certain related works planned as part of the construction works of the "Ring Road". Technical assistance from the ILO will focus on: (i) training young people in labour-based and road maintenance techniques with a view to their integration into existing or future Communal Roads Committees (CRCs); (ii) diagnosis of the situation of the CRCs, of their capacity to assume the maintenance or rehabilitation of roads and the building of their capacities in labour-intensive approaches with a view to their effective participation in public contracts for road maintenance; (iii) sensitization of local administrations to the issue of post-rehabilitation maintenance and building their capacity to manage road maintenance contracts; (iv) analyzes of the region's agricultural value chain in order to boost agricultural production so as to create more jobs for young people; (v) the structuring of young people in CRCs, economic interest groups and/or cooperatives with a view to their integration into the links of the identified value chain.  

 

The Project will be based in the city of Bamenda (Cameroon) and will be deployed in all departments of the North West region. The project team will be composed of a National Project Coordinator (CNP), an Administrative and Financial Assistant, and two Drivers. These ToRs are drawn up with a view to recruiting a National Project Coordinator (CNP).

 

 

Under the responsibility of the Director of the Decent Work Technical Support Team and under the technical supervision of the HIMO Specialist, and in close collaboration with the ETD/BP-Yaoundé management team, the Coordinator (trice) National will be responsible for ensuring the smooth running and implementation of all the activities planned under the project.

 

He/she will be responsible for:

 

• Prepare and submit to BSR/Yaoundé the appropriate documentation, work plans, periodic activity progress reports and the final project report, in accordance with ILO and Donor procedures;
• Ensure the overall management of the project with regard to its technical, administrative and financial aspects, administration of human resources;
• Lead the team and support all project staff from experts to consultants;
• Establish and support the governance structure of the project (keeping records of the minutes of its meetings) and follow up on the decisions or recommendations of these bodies;
• Constitute a base of information and follow-up of activities, missions carried out within the framework of the project and support evaluation or follow-up missions, if necessary;
• Maintain and update documentation and records regarding project implementation and changes to original project document (project/budget revisions, tracking records, administrative and financial documentation related to budget;
• Schedule and organize training sessions and awareness workshops;
• Mobilize and involve the tripartite partners and develop collaboration and synergies with national or international institutions concerned with issues relating to infrastructure with a high employment ratio to ensure that activities are carried out in accordance with work plans;
• Ensure permanent contact between the ILO Office and project partners in the field and strengthen partnership relations with other organizations and government departments;
• Write the terms of reference and provide guidance to experts, national consultants involved in the implementation of the project; 
• Assist in the preparation of technical meetings relating to objectives 1 and 2 of the project and ensure that the results of the project are well

Qualifications required

 

 

 

First degree in the field of social sciences, economics, engineering, or any related field.
 

Experience

 

At least two years of experience in the field of management of development projects and training, at national and/or international level, particularly in Buildings and Public Works (BTP) following the HIMO approach.

Languages

 

Excellent command of English (written and spoken) with a good practice of French.
 

Skills

 

Specific skills required:

 

• Knowledge of the management of development projects;
• Knowledge of employment-intensive approaches in the construction sector;
• Ability to prepare training materials, technical publications, reports;
• Ability to write technical and mission reports;
• Ability to work in a team and good working relationships inside and outside the Office;
• Ability to assess and monitor field activities and undertake frequent field missions to difficult sites and conditions;
• Knowledge of computer tools and current and specific planning and public works software.

 

 Professional skills required and other criteria:  

 

• Confirmed competence in the management of development projects and in particular in HIMO projects;
• Proven competence in the coordination of various activities in the field of studies, seminars and training and awareness workshops;
• Demonstrated ability to provide advice on best techniques and practices for employment promotion, particularly in labour-based, youth promotion and women's entrepreneurship development programmes;
• Proven experience in the development and implementation of training programs in labour-intensive approaches;
• Proven knowledge of Occupational Health and Safety (OHS) issues, particularly in infrastructure works;
• Ability to work in a multicultural environment and to adopt a non-discriminatory and gender-sensitive behavior.
