Job Description

 

ICF is seeking a project finance and operations (F&O) officer for an upcoming USAID-funded malaria project in Cameroon. The project will support the Government of Cameroon to implement activities to reduce malaria morbidity and maternal and child mortality. The F&O officer will report to the project chief of party (COP) and have ongoing communications with the home office in U.S. The F&O officer will oversee the financial management of the project and provide all necessary financial reporting for both internal monitoring and compliance with USAID requirements, reporting formats, and specified deliverables. The F&O officer will provide the COP with ongoing budget and staffing project reports, including utilization and burn rates. The position will provide administrative functions such as compliance with local laws, procurement, and management of logistics and operations. The position will be in Yaoundé, Cameroon.

 

Responsibilities

 

• Oversee project finance, procurement, and administration
• Maintain reliable and accurate accounting records for the project
• Produce monthly field reports for COP and home office
• Develop financial reports for USAID
• Review and verify the accuracy of monthly invoices, develop annual revenue projections, analyze budgeted-to-actual expenditures and “burn rate”
• Ensure compliance with US Government, USAID, and ICF policies and procedures and local laws for finance, procurement, and labor/human resources
• Ensure staff safety and security
• Oversee field team operations, including transportation, reimbursements, communication, workshop and meeting facilitation
• Manage operations team

 

Required Qualifications

 

• Bachelor’s degree in business administration, finance, or accounting
• At least ten years’ experience in project management in developing countries, preferably including experience in the region.
• Familiarity with USAID and USG requirements.
• Ability to use MS Office tools, especially Excel and Word.
• Excellent oral and written communications skills in English and French
• Ability to work in Cameroon
• Ability to travel in Cameroon

 

Preferred Qualifications

 

• Master’s degree in business administration, finance, or accounting
• Experience providing similar services on a USAID project

 

Professional Skills

 

• Excellent management, leadership, decision-making, and interpersonal skills, including being a good speaker and sympathetic listener.
• Excellent presentation ability, as well as experience working with an intercultural team in a development context.
• Excellent analytical skills
