JOB ANNOUNCEMENT The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open-source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, has recently received an award from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE). As a result, CGHPI is recruiting for the following program implementation position. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua. CGHPI is operating in Cameroon as Georgetown Global Health LLC (GGHC). Position: Proficiency Testing/EQA Advisor Reports to: Program Director Location of Work: Yaounde, Cameroon Number of positions: 1 Type of contract: Permanent Essential Functions: • Liaise with other Ref lab and Health Facilities lab coordinators, MoH-Diagnostics and other key stakeholders on matters relating to strengthening laboratory services • Coordinate QA programs for HIV molecular testing and other laboratory testing at the national and regional levels • Support the National Public Health Laboratory (NPHL) in strengthening the national HTS QA/ EQA program • Liaise with MoH and key stakeholders, and participate in planning meetings on laboratory issues • Provide expert TA in HIV testing, accreditation, and quality assurance including EID/VL, CD4 • Coordinate viral load and EID testing activities including stock management in all the 14 Molecular laboratories across the country • Compile weekly reports on viral load and EID testing progress • Participate in Monitoring of Point of Care for VL/ EID and TB testing in all facilities with POC services • Work hand in hand with the DPDL/ NPHL on the support of Internal Quality Controls (IQCs) for HIV rapid tests to all HIV Testing Services (HTS) • Coordinate implementation of the Quality Management System (QMS) across the country based on ISO 15189 through SLMTA/SLIPTA based approach • Provide continuous progress report to MoH and CDC on laboratory related activities such as QMS implementation, viral load, and EID testing, EQA, etc. • Facilitate implementation of the EQA program in all public laboratories in the following areas; Microbiology, Viral load, EID, HIV rapid testing, Haematology, Biochemistry, and Parasitology • Assist with the development of Standard Operating Procedures (SOPs) for the implementation of all lab-related aspects • Ensure laboratory data are correctly captured in the LIMS and assist with routine data analysis Qualifications and Experience: • Bachelor’s in Medical laboratory Science (clinical laboratory practiced) or advanced degree (preferred) in Public Health, Molecular Biology, or any other relevant laboratory field • Minimum of 5 years’ experience in quality improvement, quality assurance, and accreditation • Minimum 5 years also of related experience in providing laboratory technical expertise in HIV diagnosis • Having knowledge and experience in SLMTA /SLIPTA programs • Experience in report writing and analyzing data • Demonstrated ability to communicate effectively with partners, staff, and colleagues with a high level of tact, diplomacy, and confidentiality • High level of proficiency in relevant computer applications, particularly Excel • Excellent interpersonal, management, and communication skills • Ability to prioritize, act independently, work under deadlines, and implement several tasks at once • Fluency in French and English with the ability to make presentations and effectively write/edit technical reports and documents; Fluency in written and spoken English is desirable Instructions for Submitting Applications 1.
