In 2007, CHAI began work in Cameroon with a focus on improving access to HIV diagnosis, care, and treatment. Since then, the partnership between Cameroon’s MOH and CHAI has evolved from being HIV to a wide range of cross cutting health system challenges. CHAI has since supported the MOH in strengthening health financing, developing a universal health coverage scheme, supply chain management, and provided technical assistance across various vertical programs including HIV, EPI, MNCH, sexual and reproductive health, malaria, cancer and more recently Covid 19 diagnosis.

Oxygen therapy (or respiratory care) can be used to treat any form of hypoxemia (abnormally low level of oxygen in the blood) and has the potential to reduce morbidity and mortality among many patient groups, particularly in vulnerable populations such as newborns, children, and pregnant women. CHAI’s Essential Medicines team has been working to expand access to medical oxygen in countries with high rates of mortality for pediatric pneumonia and has recently began work in additional geographies catalyzed by the critical need for oxygen access in the context of the global COVID-19 response. CHAI, along with consortium partners including PATH and Just Actions (Every Breath Counts [EBC] Coalition Coordinator), is supporting low and middle-income countries (LMICs) in improving reliable access to a comprehensive respiratory care treatment package, both as part of the immediate COVID-19 response as well as over time to strengthen respiratory care systems in the long term.

  • Support CHAI country team, MOH and partners in the pursuit of effective and efficient health programs with solid analysis and problem-solving skills
  • Lead the design and conduct of assessments on medical oxygen in Cameroon
  • Prepare required analysis, including creation of robust models and forecasts in Microsoft Excel
  • Work closely with the team to proactively identify areas of opportunity as well as possible challenges and barriers, and leverage strong analytical and problem solving skills to accelerate progress towards the program’s objectives
  • Provide additional technical assistance as needed in the areas of M&E, data management, budgeting and financial planning in the health sector overall
  • Prepare status reports and project plans as well as lessons learnt and publications.
  • Assist in preparation of documents and templates
  • Prepares technical notes and submits for review
  • Prepare, review and initial sign off participants statement of payments and follow up on timely payment of participants
  • Prepares and submits expense and activity reports within three days of completion of field activity
  • Bachelor’s degree (public health, biomedical sciences or engineering, supply chain, or related discipline) and at least 2 years of professional experience in health systems strengthening, or master’s degree and at least 2 years of relevant experience.
  • Very strong quantitative skills, including significant experience working in Excel on budgeting
  • Applicants with management consulting or other relevant private and public sector experience are strongly encouraged to apply
  • Exceptional diplomatic and interpersonal skills, and ability to build relationships
  • Excellent organizational and problem solving skills
  • Strong communication skills, including the ability to prepare compelling presentations
  • Ability to multi-task and to be effective in high-pressure situations
  • Ability to work independently on complex projects and proactively manage projects with minimal supervision

Advantages

  • Public Health experience, preferably in developing countries context
  • Knowledge of/experience with the Global Fund proposal development process as well as knowledge of other donor funding mechanisms and processes (e.g., IHP, SWAp, HIPC funds, etc.)
  • Experience with working in developing countries, particularly in health
  • Experience working with recipient country governments and international partners in country
