CHAI began work in Cameroon in 2007, with a focus on improving access to lifesaving HIV diagnosis, treatment, and care. CHAI helped the Ministry of Health to introduce and scale up pediatric and second-line antiretroviral therapy (ART) and improve laboratory systems to better diagnose the disease, including Early Infant Diagnosis (EID). Since then, CHAI has helped introduce point-of-care testing for HIV and innovative mobile health technology to improve turnaround time for EID results. We have helped to integrate EID, Viral Load (VL), and tuberculosis (TB) testing on one device, and we are working to increase access to newer and better medications for adults and children with HIV alongside the National AIDS Control Committee.

CHAI is also supporting the government in its efforts to save the lives of women and infants through mentoring of service providers and increasing access to long-acting contraceptives to help women safely plan their families. We have supported the government to introduce and scale up better treatment for severe malaria and are now helping to ensure that it is consistently available and properly used by health workers across the country.

To ensure the potency and delivery of lifesaving vaccinations, we are helping the government to improve the country’s cold chain supply system and introducing new and improved vaccines for diseases such as cancer-causing human papilloma virus (HPV) and polio. Most recently, CHAI has been supporting the government to develop a system of universal health coverage that will enable the country to provide affordable, quality care to all.

Role Overview

Based in Yaoundé, Cameroon; the Program Manager (PM) will oversee and provide strategic guidance to the country vaccines team as well as leading the execution of the CHAI vaccines support to the government at the central and sub-regional levels. In addition, he will collaborate with and oversee others Programmes in Cameroon, supporting them to define, design and deliver their strategic business objectives so that the programs can reach their defined objectives. The PM will report to the CD or any other designated person.

CHAI is seeking a highly motivated individual with outstanding credentials, excellent grounding and experience in vaccine delivery, preferably in developing country setting, analytical ability, and communication skills. The candidate must be self-driven, adaptable and have a high level of comfort with fast-paced work. They must be self-assured, a fast learner, resilient, and a strong team player. They should have proven ability at capacity building others as this will be an integral part of the role.   • Lead and manage overall execution of Cameroon vaccines program strategy including the development of assessments, budgets, training materials and other program materials according to work plan.
  • Provide strategic and technical leadership for the country vaccines program as agreed with donors and Ministry of Health
  • Drive internal strategic planning and budgeting processes related to the program work streams and oversee performance against work plans and budgets
  • Serve as the primary point person to the national EPI program
  • Maintain and build strong working relationships with EPI, MOH and key stakeholders in government, international partners, donors and NGOs, to leverage opportunities for synergies and enhance program impact
  • Produce high-quality reports for donors and government counterparts, ensuring the appropriate data is collected during project periods to support adequate reporting.
  • Manage the vaccines team on a day-to-day basis including activity planning provide feedback, and encourage innovative, sound approaches to achieving program results.
  • Working closely with the CHAI Global Vaccines Team to enlist support, capture emerging best practices and ensure alignment with global standards
  • Take a leading role in strategic orientations for future program development
  • Lead in development of innovative approaches and tools as well as documentation and dissemination of best practices
  • Performance-manage the overall vaccine program delivery-taking corrective measures where necessary. Overseeing the development of the activities and ensuring that team members are carrying out their tasks efficiently while upholding best programme management standards.
  • Perform other tasks as necessary, including but not limited to oversee other programs.
  • Master’s degree with at least 7 years of experience in a demanding private sector or public health environment
  • Experience in a healthcare preferably with solid experience in vaccines delivery work in developing country setting or related field
  • Proven program management skills, based on several years of experience in strategic, operational, and/or financial management of complex, multi-stakeholder programs/projects
  • Proven track records in the planning and execution of large-scale projects; including budgeting and activity planning
  • Excellent problem solving using adaptive approaches (like PDIA), analytical and quantitative skills
  • Ability to navigate complex government processes and influence decision-making in a professional and collaborative manner
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously whilst mentoring a team to perform consistently
  • Exceptional diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
  • High levels of proficiency in Microsoft Office, particularly Excel, PowerPoint, Word
  • Strong written and oral communication skills, including the ability to prepare and present compelling presentations and program planning and memo documents in French and English
  • Exceptional diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
  • Proven experience in strategy consulting, or managing complex technical projects, with increasing levels of responsibility and leadership
  • Fluency in both English and French
