Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of International Programme Policy Officer or his/her designated mandated representative(s), the UN Volunteer Programme Advisor - Community based Disaster Risk Reduction will:

·         Support the coordination of WFP’s community-based disaster risk reduction programmes aimed at enhancing preparedness to disasters.

·         Lead in the coordination and management of WFP’s work on flood recovery and preparedness supported by the Government of Japan, including project and budget management, and coordinating across project components. Support the development of WFP’s work in relation to climate change adaptation, including in relation to project design, partnership building and resource mobilisation.

·         Support the integration of climate change adaptation and DRR into sub-national development planning processes.

·         Provide technical and advisory assistance to the government and civil society organization partners in technical areas and project cycle management.

·         Liaise with internal and external counterparts as well as donors to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.

·         Support the collective knowledge of WFP and partners through gathering and documenting best practices/evidence base on the project for the government to use in the future, including on risk assessments, preparedness, climate change adaptation, and disaster risk reduction.

·         Support effective and regular collaboration and communication with donors and development partners, especially the Government of Japan who are a significant supporter of this work.

·         Represent WFP as requested in meetings and missions with government counterparts, donors, other UN agencies and other stakeholders related to relevant programme areas.

·         Development communication products, such as factsheets, briefs, reports, proposals and other documentation relevant to this area of work.

·         Other tasks as required.

Qualifications/Requirements

Required degree level

Master degree or equivalent

Educational additional comments

Advanced higher degree (Master’s or equivalent) in International Development, Economics, Agriculture, Nutrition, Environmental Science or other relevant disciplines. A first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree.

·         At least 6 years of professional work experience at the national and/or international level in disaster risk reduction, community resilience building or preparedness or other relevant programmes; experience with community-based planning is an asset, as is experience working in the UN or other international development organizations;

·         Excellent oral and written skills; excellent drafting, formulation, reporting skills;

·         Accuracy and professionalism in document production and editing;

·         Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

·         Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

·         Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

·         Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

·         Have affinity with or interest in food security and nutrition, volunteerism as a mechanism for durable development, and the UN System.
