1. About the project
1.1. Context : 

The northern zone of Cameroon is made up of three regions which are Adamaoua, the North and the Far North. If in demographic terms the Adamaoua region occupies a lower rank with about 1,015,622 inhabitants (BURCEP; 2010), those of the North and the Far North are among the most populated regions of the country with respectively 2 050,229 and 3,480,414 inhabitants. The pace of population growth is accelerated in the North and Adamaoua regions due to a migratory flow caused by the movements of people fleeing the situation of insecurity at the borders 1 and those just as numerous (coming from Far North) in search of fertile soils. If in urban areas, commercial activities, small trades and other salaried activities provide means of subsistence to those who live there, precariousness is perceptible in rural areas where survival depends on rudimentary agriculture, practiced by nearly 80% 2 of the population and the Livestock farming done by 58.9% 3 of the population. Despite the contribution of these main activities, the poverty rate in these three regions remains very high (67.9% 4 of the population has less than 931 CFA francs per day) compared to the national average which is 37 .5%.
The deficient management of agrosilvopastoral areas and undermined by land legislation in search of its benchmarks is largely explained by the poor popularization/updating of land development plans in the northern zone. Thus, the competition for fertile land and new pastures is fierce, with damaging consequences affecting productivity. This lackluster picture is completed by the low level of organization of actors in rural areas. The institutions, the sectoral administrations (MINADER, MINEPIA, MINFOF, MINEPAT), the CTDs (Communities and Regional Councils), the agro-industrial companies (SODECOTON) and the regional platforms do not provide enough answers to the problems of agricultural development in this part of the country,

It is in this context that the present project, entitled Project for Strengthening consultation and multi-stakeholder dialogue around issues of planning, land and natural resource management in the regions of the Far North, North and Adamaoua, with the financial support of the German cooperation GIZ, intends to organize the actors following a holistic approach and specifically oriented towards their empowerment and the strengthening of multi-sector coordination at regional and local level.

This project is in line with the logic of Cameroon's National Development Strategy 2030 (SND30), which defines sectoral strategies as the focal point of medium and long-term economic issues.

1.2. The project's objectives : 

This project aims to strengthen consultation and dialogue between the various stakeholders on planning, land management and natural resource management issues in the Far North, North and Adamaoua regions. .

Specifically aims: 

  • Training of members of local, regional and interregional exchange forums on issues of planning, sustainable management of land and natural resources in the Far North, North and Adamaoua regions;
  • Revitalization/revitalization of discussion forums at local, regional and interregional level;
  • Effective participation of members of the exchange forum, including women and young people, in sectoral reform activities in certain sectors with high economic potential (cotton, textile crafts, cashew, livestock);
  • Support for synergy actions between members of the exchange forum in the target regions of the activities.

2. The duties, responsibilities and duties for this position are described below.

Assignment

  • Assist the project manager in the implementation of actions to strengthen consultation and multi-stakeholder dialogue around issues of planning, land and natural resource management in the Far North, North and of Adamaoua, by seeking the optimal satisfaction of the beneficiary groups and by contributing to the mission of FODER and that of the financial partner (GIZ).

 

General Duties and Responsibilities

Under the supervision of the project manager, the assistant is responsible for:

  • Implement project activities by ensuring the achievement of objectives and targeted results in close collaboration with the project manager;
  • Support the project manager in the planning and execution of the project according to the logical framework;
  • Strengthen the capacities of the field team (Facilitators) for better performance in the execution of project activities;
  • Contribute to the development of awareness and visibility materials for the project;
  • Represent FODER if necessary, at national meetings in connection with the

the project's objectives ; 

  • Contribute to the management of risks related to the project (identification, treatment, development of a management plan) and to the implementation of FODER policies;
  • Ensure the promotion of FODER with technical and financial partners, as well as with sectoral administrations;
  • Get involved in fundraising processes for the organization;
  • Work for team cohesion within the organization.
  • Support the project manager in supervising the work of consultants;
  • Perform all other tasks useful for the proper implementation of activities and the achievement of project objectives;
  • Contribute to the development of the organization by participating in the internal dynamic;
  • Ensure compliance with FODER's ethical and professional principles and values;
  • Ensure the completion of the specific tasks relating to the project, as described in the “Project-specific activities” section of this call for applications.

Project specific activities 

Ensure the implementation of the following tasks: 

  • Training of members of local, regional and interregional exchange forums on issues of planning, sustainable management of land and natural resources in the Far North, North and Adamaoua regions;
  • Revitalization/revitalization of discussion forums at local, regional and interregional level;
  • Effective participation of members of the exchange forum, including women and young people, in sectoral reform activities in certain sectors with high economic potential (cotton, textile crafts, cashew, livestock)
  • Support for synergy actions between members of the exchange forum in the Adamaoua and Far North regions;
  • Creation of synergies and interactor collaborations;
  • Support to communities;
  • Develop, under the supervision of the project manager and in collaboration with the facilitators, training programs and content.
  • Support the project manager in the development and implementation of the community strengthening/support plan on relevant themes related to the project's objectives (advocacy, land governance, land legislation, sustainable management of natural resources, land preservation and restoration);

Education and experience required: 

  • Be an environmentalist, lawyer or graduate of any other social science;
  • Minimum Bac+3 or any other equivalent university degree;
  • At least three (3) years of experience in a similar position;
  • Experience in natural resource governance, land governance;
  • Advocacy and influencing experience and aptitude;
  • Mastery of land legislation and issues related to land management;
  • Experience in animation/rural sensitization.

Assets :

  • Physically fit;
  • Good communication and working skills in multidisciplinary, multicultural and multilingual teams;
  • Knowledge of the local languages ??of the target regions;
  • Mastery of computer tools (Word, Excel, email);
  • Experience in cooperative or organizational development;
  • Civil society or NGO experience.

  • The project assistant reports to the Project Manager who is his immediate superior, as well as to the administrative and financial manager (FODER);
