Senior Manager, Administrative and Financial, Cameroon

Job Summary: The Senior Administrative and Financial Manager will oversee all aspects of financial management for the project's activities. S/he will be responsible for ensuring that the financial management and accounting of the project is in compliance with the donor's policies and procedures, as well as utilize extensive knowledge of the donor's regulations to provide sound financial oversight. The Senior Finance Manager will serve as a senior member of the project team, working in close collaboration with the project's technical and administrative leadership to ensure sound implementation and reporting meets the expected results. S/he will coordinate closely with the Country Program's broader finance team.

Main Tasks and Responsibilities:

Accounting and Finance Management

    •  Provide effective support to the project's senior leadership to ensure the project is implemented according to its design and the expectations of the donor.
    •  Using extensive knowledge of the donor's regulations, administer grant requirements and act as the designated International Medical Corps representative in matters related to the project's financial award management and administration.
    •  Establish standards and procedures to ensure the project's effectiveness and efficiency, maintaining compliance to International Medical Corps and donor's policies and procedures.
    •  Ensure the appropriate use of funds awarded and the performance of the grant-supported activities as specified in the approved application. Conduct due diligence to ensure that that donor's funds are not diverted from their specific purpose as outlined in the grant and are not vulnerable to corruption.
    •  Monitor the project's approved budget to ensure compliance with donor requirements. Review and provide guidance on significant procurement actions undertaken with donor funds.
    •  Develop monthly pipelines, ensure cash flow, and monitor burn rates (under and overspending of grants).
    •  Prepare regular (monthly, quarterly, and interim) financial reports per donor's and grant agreement's specific requirements.
    •  Represent and network with relevant internal and external stakeholders (project staff, donor, HQ, related national and/or sub-national government ministries, etc.) and ensure accurate financial information is disseminated timely, with feedback responded to effectively, and any relevant action taken.
    •  Maintain finance and grant-related files with all key related information/documentation for awarded instruments, including but not limited to, grant documents, extensions, modifications, contracts, sub-awards (if required), MoUs, key correspondences, and other relevant documents.
    •  Coordinate with mission Senior Management Team (SMT) to report out project deliverables and improve quality of implementation.
    •  Maintain frequent communication with the mission's Finance Administrative Director/Finance Director to ensure finance activities and objectives are coordinated with broader mission objectives and activities.

    •  Work closely on day-to-day accounting operations and financial management functions, including across all field offices where the project has activities.
    •  Provide cash flow for the project and ensure that cash needs are fulfilled in all project sites. Communicate outstanding installments with the donor, as applicable.
    •  As applicable, work closely with HR in the recruitment and selection of qualified finance staff, recommend promotions, disciplinary action, and termination of finance staff in consultation with project senior leadership.
    •  When possible, strengthen the capacity of finance staff through on-job training and mentorship to support building knowledge and skills related to project-specific financial management approaches.

Minimum Requirements

Qualifications:

      •  Typically, a 4-year University degree in Accounting or Business Administration. Equivalent combination of relevant education and experience may be substituted as appropriate;

Experience:

      •  Typically, 8+ years of relevant and progressive experience in the finance field with grants and contracts management for large complex international development projects; preferably with multi-year, high-value global health projects. Experience with health systems strengthening in fragile settings is strongly preferred.
      •  Proven team skills and ability to work in a fast-paced and time-sensitive environment
      •  Extensive experience supporting projects implemented through partnerships with local stakeholders or designed to strengthen local capacity and systems, including with local governmental entities and/or different sub-contracting and sub-granting arrangements.
      •  Extensive experience in working with computerized accounting systems
      •  Demonstrated experience with diverse project implementation and related payment modalities, as well as contracting arrangements (i.e. performance-based payment, cost-recovery, cost plus fixed-fee).
      •  Experience in a similar position, preferably in a lead agency for project(s) and/or consortium
      •  Experience in developing staff technical and management capacities
      •  Familiarity with broader systems development including procurement, logistics, HR and IT
      •  Experience in managing finance/compliance for complex grants in sensitive settings.
      •  Relevant experience in Cameroon strongly preferred.

Skills and Competencies:

    •  Comprehensive knowledge and working experience on projects funded by World Bank and UNHCR. Strong familiarity with World Bank and UNHCR rules and regulations, including policies and procedures regarding human resources, grants management; financial management and reporting, and procurement processes.
    •  Strong leadership skills
    •  Excellent communication skills, including written and oral writing
    •  Strong negotiation, interpersonal and organization skills in a multicultural environment
    •  Strong cultural sensitivity, ability to work in insecure environment and cope with stress
    •  Strong organizational skills and the capacity to analyse and prioritize
    •  Fluency in written and spoken English required, fluency in French preferred.
