Senior Technical Advisor

The Sr. HIV Technical Advisor will lead the technical support to CNLS and collaborate closely with CBCHS, WHO, UNAIDS, and other implementing partners to advance achievement of 95-95-95 targets and improve operationalization of differentiated service delivery across the clinical cascade. S/he will lead the development of DSD operational SOPs, tools, trainings materials etc., and ensure that the latest evidence and best practices including adaptations to COVID-19 are incorporated in the existing national guidelines/SOPs, accompanying operation documents and job aids which will guide implementation approaches. Through a variety of innovative approaches, s/he works to strengthen in-country capacity, leadership, and technical know-how to sustain HIV programs.

*This position is contingent upon receipt of funding.

Responsibilities:

· Provide technical leadership for, and oversee the strategic planning of activities in support of the program goals and objectives, including the determination of program priorities and appropriate technical initiatives; **

· Provide technical leadership and oversight for the implementation of Jhpiego’s comprehensive HIV program, particularly in relationship to strengthening clinical services and linkages between clinical and community services; **

· Assist with coordination of the DSD work of team members with their designated counterparts including the donor agency, the Ministry of Health, community-based organizations, as well as other implementing partners in Cameroon to ensure effective technical assistance and the smooth implementation of activities;

· Support development of key operational documents to facilitate improved implementation of DSD approaches, with a particular focus on community-based DSD strategies;

· Development of SOPs for community cadres on integrated DSD approach;

· Development of job aides, reporting tools, and other relevant materials for community cadres to facilitate standardized, high-quality implementation;

· Development of supportive supervision checklists, mentorship plans, and dissemination plan;

· Contribute to annual, quarterly, and monthly business planning. Keep abreast of the latest scientific literature, reports and international guidelines and standards so that programs can:

o Identify gaps in HIV testing, prevention and treatment among target populations;

o Target and streamline HIV testing to increase the number of HIV cases, including the use of indexed approaches and adverse event monitoring;

o Strengthen early infant HIV diagnosis (EID);

o Facilitate and track the immediate link to care;

o Provide a comprehensive patient-centered approach to antiretroviral therapy (ART), including promoting early ART initiation, long-term treatment continuation, and viral suppression through differentiated service delivery models, including return to care for those who have discontinued treatment;

o Develop quality laboratory services to improve access to viral load and TB testing to support integrated HIV services.

· Participate in design, adaptation, finalization and revision of national technical documents and training tools;

· Support the development and sharing of best practices for integrated clinical and community programming to achieve epidemic control, including linkage/integration issues between community and facility settings;

· With monitoring and evaluation colleagues, support the development and implementation of program monitoring and data collection approaches for community and facility-based HIV programs, and promote and strengthen the use of data at the facility and sub-national levels to guide program improvement;

· Work with finance and project staff to develop and track project budgets;

· Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation;

· Write donor reports, workplans, strategic plans and other program-related documents in a timely manner and provide prompt feedback to donor requests for information;

· Participate in relevant technical advisory groups with counterparts and partner institutions;

· Effectively integrate Jhpiego's approaches into the overall project implementation;

· Coordinate and/or represent the project in professional circles through meetings, conferences and presentations;

· Represent Jhpiego's interests and present progress, accomplishments and lessons learned to key stakeholders, including donors, implementing partners in public and professional circles through meetings, conferences and presentations;

· Ensure that Jhpiego's programs comply with donor policies and regulations.

Required Skills and Qualifications:

· Clinician required (i.e., Nurse, Doctor); additional advanced degree in public health, health administration, international health or related field preferred;

· At least 8 years of experience managing HIV prevention or care and treatment programs at a national level and international level, including planning, designing, budgeting, supervising, evaluating and documenting results;

· Have a good understanding of the Global Fund's management rules, reporting requirements and overall strategic framework;

· Previous experience as a technical advisor or program manager, with proven ability to develop technical capacity in regional and national programs;

· Have a good understanding of Cameroon's health system;

· Management, training or clinical experience in HIV prevention, testing, care and treatment, and integrated TB/HIV services;

· Knowledge of HIV and TB program implementation, including quality priorities;

· Knowledge of research principles, including data analysis and use, and report and manuscript development;

· Excellent diplomatic skills and proven ability to establish and maintain interpersonal and professional relationships with donors, host country counterparts and representatives of other key stakeholders;

· Ability to coach and mentor technical staff and strong facilitation, team building and coordination skills;

· Demonstrated exceptional leadership, strategic thinking, organizational and advocacy skills;

· Ability to work in a complex environment with multiple tasks, tight deadlines and intense pressure to perform;

· Proficient in Microsoft Office;

· Excellent verbal, written and interpersonal skills in English and French are required;

· Excellent oral and written communication skills;

· Ability and willingness to travel around Cameroon up to 30% of time
