For the Global Environment Facility (GEF) project in Cameroon, we are looking for a committed Monitoring, Evaluation and Knowledge Management (MEL) specialist, to support teams and organizations driven by their mission to achieve maximum impact through evidence-based evaluations.

Mission of the department:  
The Board of the Global Environment Facility (GEF) approved the 6-year Congo Basin Sustainable Landscapes Impact Program (IP CBSL), which includes a regional component, managed by UNEP, and several national child projects in Congo Basin countries.  
The Cameroonian Child Project is managed by WWF-US as GEF agency, executed by the Ministry of Environment, Nature Protection and Sustainable Development (MINEPDED) with WWF Cameroon as financial administrator . It addresses drivers of forest loss and degradation through strategies to strengthen the integrated management of Cameroon’s globally significant forest landscapes in the Congo Basin, to ensure its biological integrity and increase economic opportunities and livelihoods of forest-dependent people.  

Over the six-year project period, these strategies will be advanced through the implementation of five components:   
? Integration of integrated land use planning and management (LUP); 
? Improving the effectiveness of the management and governance of high conservation value forests, and targeted interventions to protect their threatened species; 
? Advance sustainable forest management (SFM) through non-timber forest products (NTFP) and hardwood value chains; 
? Increase the benefits derived from biodiversity through the development of sustainable tourism; ? Monitoring and evaluation (M&E), knowledge management (KM), and regional coordination.  




The project targets Cameroon’s key transboundary forest landscape, stretching from the Rio Maritime Landscape
Campo on the coast, through the Cameroonian segments of the Tri-National Dja-Odzala-Minkebe (TRIDOM) and Tri-National Sangha (TNS) landscapes to the east. The target areas for project interventions under each strategy depend on site-specific considerations, including the potential to achieve significant results within the six-year project period, baselines and available co-funding, and the ability to manage all environmental and social safeguard considerations. Several partners and subcontractors will be involved or hired for the implementation of the various project tasks. Their contribution will have to be coordinated and constantly monitored.

Monitoring and evaluation of the achievement of expected results and capitalization of lessons learned to support adaptive management and communication of progress towards sustainable forest management are essential. As such, we are looking for a passionate and ambitious Monitoring, Evaluation and Knowledge Management (MEL) Specialist, to help mission-driven teams and organizations achieve maximum impact through evidence-based evaluations. evidence.

Main duties :  
The Monitoring, Evaluation and Knowledge Management Specialist, will lead the development and implementation of a more detailed monitoring and evaluation plan, which builds on the results matrix and defines requirements for each indicator (with annual targets for certain indicators, data collection methods, frequency, responsibilities for data collection and analysis, etc.) It will also be responsible for knowledge management and activities communication plan, taking into account the project’s stakeholder engagement plan and the expected results of the project in all its components.

Main tasks and responsibilities:  
He/she will be responsible, among other things, for:
? Develop and lead the implementation of a gender-responsive knowledge management and communication strategy and associated actions, including linkages with PI Congo;
? Work with the Social Safeguards and Gender Equality Specialist to ensure the integration of the gender action plan into the broader project monitoring and evaluation strategy;
? Compile the results of the Cameroonian child project to then share them, with the approval of the national director, with PI Congo in order to support the exchange of knowledge at the regional level, in particular through active participation in the platform of PI Congo knowledge management (KM platform), PI Congo online community of practice, targeted thematic studies and other opportunities for capacity building and knowledge exchange. 
? Develop and lead the implementation of the project monitoring and evaluation plan based on the project results framework and indicators;
? Apply a participatory and results-based monitoring (RBM) system to track progress against project goals from baseline;
? Track all project activities from the work plan and progress towards achieving project results and outputs;
? Conduct regular monitoring visits to project sites and provide feedback to the PM and other PMU InterLife staff and partners on project strategies and activities;
? Follow up on M&E results to ensure that corrective actions are taken and/or adjustments are made to program responses, as necessary;
? Train government and partner staff in appropriate monitoring and evaluation techniques to build staff capacity, raise awareness of the importance of monitoring and evaluation, and encourage accountability for demonstrating results ; ? Contribute to project progress reports and implementation reports.

Profile:
Qualifications required:
? A master’s degree or university degree in an appropriate field: conservation / environment / social sciences; 
? A minimum of 5 years of professional experience in monitoring and evaluation of conservation, knowledge management and communication programs or initiatives, or an equivalent combination of education and
? Significant experience in formulating a strategy to achieve M&E objectives, developing and implementing M&E plans, and reporting on progress .
? Experience working with different approaches, including MEL (monitoring, evaluation and learning), MEAL (monitoring, evaluation, accountability and learning) and MERL (monitoring, evaluation, research and learning).

? Demonstrated ability to understand, interpret and apply technical and scientific information and data to achieve tangible results;
? Proven ability to work in a team and demonstrate ease across cultures, within the same organization and across organizations;
? Strong attention to detail and time management skills;
? Good orientation and negotiation skills at all levels; 
? Good knowledge of the Ms Office suite; 
? Excellent oral and written communication skills in French and English.

Working Relationships:
Internal
Under the supervision of the Project Manager, the Project Monitoring, Evaluation and Knowledge Management Specialist will work closely with the WWF CCPO Senior Monitoring and Evaluation Officer, the responsible for the communication. He will collaborate with the person in charge of the environmental and social safeguards of the project, the operational assistants of the landscape, the financial person in charge.




External
He will collaborate with the national project director and technical advisors, the technical staff of the project partners and the other sub-contracting partners and consultants involved in the implementation of the projects. He will interact with the focal points of the technical departments of MINFOF, MINEPDED, MINEPAT, MINTOUL, MINAS.
