SUMMARY OF JOB DUTIES

The UNESCO Multisectoral Regional Office for Central Africa is looking for an Executive Consultant, specialist in public finance, to support it in the evolution of its sectoral support, in priority on the sector, but also in support of UNESCO's other sectors of competence: science, culture, communication and information. The objectives of the position are aligned with the 2030 Goals for Sustainable Development, the Medium Term Strategy 2022-2029 of UNESCO (41 C/5), the agenda 2063 of the African Union, as well as the strategic frameworks under -regional for Central Africa, at the level of the United Nations (UNOCA) as well as sub-regional organizations, in particular CEMAC and ECCAS.

Indeed, the success of public policies and international cooperation for the achievement of sustainable development objectives cannot do without a double articulation, strategic and budgetary, between on the one hand the sectoral ministries and the Prime Minister, the Ministry of Finance and Budget, the Ministry of the Economy, Planning and International Cooperation, the Ministry of the Civil Service as well as the other ministries on the other hand.

This is all the more true since the public finance reforms underway throughout the African continent, particularly in Central Africa at the level of CEMAC and ECCAS, require a new type of support for sectoral policies.

More specifically, the shift to program budgets instead of resource budgets requires capacity building for ministries in the education and training sector and other ministries in the areas covered by UNESCO.

In particular, this involves implementation, which gives the ministries better control over the implementation of the policies for which they are responsible.

Moreover, the modalities for implementing international cooperation programs insist on the choice of modalities that are the most aligned both with national policies and with domestic procedures and channels.

Thus, in the education sector, both the modalities of international aid and the preference for aligned modalities, including budget support, of Global Partnership for Education funding, call for a strengthening of the capacity of advice from UNESCO on the subject. The same is true for international cooperation on the environment, human security, or gender equality.

Finally, in view of a context marked by multifaceted crises, it is a question of extending this new capacity for advice and support of UNESCO to the budgetary and financial dimension of crisis situations, and the implementation implementation of international, regional and national policies and programs that respond to these crises.

Deliverables:

Each month, the Senior Technical Advisor Consultant will be required to report on the progress made in achieving the following deliverables:

 

    •  Diagnostics and summaries of the state of public finance reforms in the countries covered by the UNESCO regional office in Yaoundé and analysis of the resulting challenges for the success of the programmatic objectives of the United Nations and UNESCO.
    •  Office monitoring and positioning notes relating to initiatives, programs, studies and reports by international organizations (IMF, World Bank, EU), regional organizations (AfDB, CEMAC, ECCAS, etc.) and national bodies (Finances and Budgets, Plan, Primature, ...).
    •  Identification of entry points on sectoral policies from the point of view of public finances and budgets for the Regional Office.
    •  Establishing contacts and discussions with bodies responsible for initiatives, financing and key partners with and through which the Regional Office could intervene from the perspective of public financing and budgets.
    •  Achievements of a number of missions in the countries of interest of the Office, and dialogue with government authorities, technical and financial partners, and experts, for the deepening of identified opportunities.
    • Initiation and conduct of policy dialogues, workshops, training, involving the various ministries and relevant partners, preferably in connection with existing initiatives and programs.
    •  Support to the various heads of sectors and experts of the Multisectoral Office, but also of the national offices, and antennas, in the 10 countries under the jurisdiction of the Yaoundé office, on the dimension of budgets, public financing, and aid modalities, for their programs .
    •  Support for obtaining by the office international or national funding for which a valence in budgets and public finances is an asset.

At the request of the Director of the Regional Office, the consultant should be able to provide contributions to related assignments as follows:

      •  Participate in coordination and expertise bodies at the level of the United Nations, regional and sub-regional bodies, Governments or other partnership frameworks (local education groups, etc.).
      •  Assist the Director in strengthening cooperation with regional economic communities (CEMAC, ECCAS), the African Union and the AfDB, and if necessary identify and process funding for joint programs and projects.
      •  Provide technical support and operational guidance to ensure the timely and quality implementation of operations in the area of ??governance, in particular by reviewing reports on the various stages of the operations cycle (identification, preparation, evaluation, supervision), sector studies and general policy documents, as well as through participation in project missions.
      •  Advise on public policy issues, strategies, special initiatives and strategic partnerships related to UNESCO's activities in the sub-region.
      •  As instructed by the Regional Director, lead, coordinate working groups and/or participate in the development and review of policy statements, briefs, strategies and various reports.
      •  Advise the Regional Director on more institutional dimensions of the Office's mandate.
      •  Participation in the exercises of reflection and strategic programming of the Regional Office.
      •  Participation in monitoring and evaluation exercises of the actions of the Regional Office.

REQUIRED QUALIFICATIONS

Education

      •  Advanced university degree (Doctorate or equivalent) in finance, business administration, accounting or former student of a National School of Administration (ENA/ENAM)

Professional experience

      •  Have more than 15 years of professional experience in the field of public finance;
      •  Be a senior specialist in public finance and support for institutions with an excellent knowledge of the African continental context in general, of the procedures for mobilizing resources from the various technical and financial partners, in Central Africa and West Africa ;
      •  Having exercised high-level responsibilities at the national level, but also having knowledge or practice of international cooperation in one or more of UNESCO's sectors and fields of intervention;
      •  Have proven experience in resource mobilization acquired in Central and West Africa;
      •  A contribution to the implementation of public finance reforms in the French-speaking world as well as a mastery of resource mobilization procedures with technical and financial partners are required;
      •  Practical experience in the context of missions in the education and training sector in Central Africa and/or West Africa will be a plus;

Languages

      •  Fluency in the French language is compulsory.
      •  A working knowledge of English is a plus.
