Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.
Description of task

Within the delegated authority and under the supervision of Technical Officer WASH or his/her designated mandated representative(s), the UN Volunteer Technical Expert - WASH will:

 

  • provide technical support to Member States in the systematic collection and collation of data on water, sanitation, and hygiene (WASH) from projects and programmes implemented by governments and concerned stakeholders, (e.g. policies, financing, human resources), utilising existing WASH monitoring assessments and platforms at the national, regional and global level to determine progress against implementation targets and plans, effectiveness and specific vulnerabilities.

 

  • be actively engaged with harmonizing and strengthening assessment and monitoring mechanisms, including the development of on-line surveys and the configuration of a data management system to allow for the submission and presentation of data from countries and donors/external support agencies, together with the transparent display of data sources, improved analytical interpretation and new ideas on the analysis and presentation of data.

 

  • proactively participate in the planning and implementation of regional strategies, norms, standards and guidelines to ensure full collaboration and efficient implementation of cross-cutting activities, and the documentation of successes, lessons learnt and best practices in WASH, as an authoritative reference to make policy decisions and resource allocations and/or to propose remedial actions and innovative solutions to identified constraints.

 

  • actively support the development and dissemination of appropriate information packages and guidelines to facilitate community behavioral change campaigns which engage and empower the community and address social norms related to hygiene practices and improve access to and utilization of clean water and improved sanitation.

 

  • collaborate in the regular reporting and the production of global, regional and national WASH reports highlighting progress against benchmarks and responses over time that help to pinpoint the populations and areas which are outliers from national averages. In addition, to share information with relevant stakeholders at regional and national level, through joint meetings, video conferencing, informal consultations and inter-country meetings, as required.

 

  • fully participate in the identification of national capacity gaps to improve existing procedures and introduce new practices and/or ideas among partners and key stakeholders; and support the planning and management of workshops, seminars and training to strengthen health staff and Member State skill-sets.

 

  • support the development of strategic partnerships, including drafting proposals, to increase resource mobilization to sustain CHE activities and interventions contributing to WASH.

 

  • perform other related responsibilities as assigned by the supervisor, including replacing and backstopping for others as required.

Educational additional comments
  • Essential: Advanced university degree in Public Health Engineering, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Hydrogeology, Sanitation Engineering, Environmental Science or Management or a related field.
  • Desirable: Post-graduate training or specialization in Public Health, Science/Engineering, Management, Health Education or Communication for Development.

Experience remark
  • Essential: At least five years’ practical experience in implementing and managing WASH programmes or conducting research on WASH and environmental determinants of health, of which at least three years were at the international level. Experience, ideally in developing countries, working with individuals on issues pertinent to environmental health.
  • Desirable: Experience developing technical guidance and tools for assessing effectiveness of health interventions and working knowledge of the use of databases and spreadsheets and statistical programmes. Some experience or a sound knowledge of WHO mandate and goals or in UN organizations/agencies, health cluster partners, recognized humanitarian organizations, international institutions or NGOs..
