SUMMARY OF THE PROJECT

Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), National Episcopal Conference of Cameroon (NECC) as the CRS transition local partner, supports the implementation of Key Interventions to Develop Systems and Services for Orphans and Vulnerable Children (KIDSS) project. The project addresses the challenges of sustainable care and support to Orphans and Vulnerable Children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support HIV-infected and affected children in Cameroon. The program consists of prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV.

TERMS OF REFERENCE

 As the KIDSS Zonal and Case Management lead in Maroua project office, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partner(s) advancing National Episcopal Conference of Cameroon’s (CENC) work serving the poor and vulnerable. In zones 5 (The North and Far North, you will be responsible for managing the KIDSS Maroua satellite office, zonal project staff and supporting local partners to achieve project targets and ensure program and management quality for that zone. In collaboration with technical staff and the Head of Partnership, you will play a lead role in developing the organizational capacity of local partners and their ability to implement quality OVC activities. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and consistently works towards improving the impact for those whom we serve.

Duties and responsibilities

• Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS/CENC program quality principles and standards, PEPFAR requirements, and good practices
• Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences.
• Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
• Work with local partners, The National Project Coordinator (NCP), Head of Administration and Finance (HAF) and MEAL Manager, and KIDSS technical staff to jointly develop partner work plans and oversee implementation and reporting on achievement of project activities on schedule
• Supervise KIDSS staff in the Maroua project office and deploy staff effectively to support timely achievement of local partner work plans and targets
• Oversee and coordinate the case management platform for service delivery
• Liaise with KIDSS technical staff and partner staff to ensure that case management is provided to project participants consistently, following project guidelines and best practice.
• Ensure that documentation and reporting on case management and OVC services is effectively completed by partner and Monitoring, Evaluation, Accountability, & Learning (MEAL) staff to reach PEPFAR targets.
• In coordination with KIDSS technical Leads, CENC technical advisors, consultants, zonal staff, and local partners, oversee the effective functioning of a referral network that includes PEPFAR clinical implementation partners and social service providers, including shared protocols and tools between stakeholders and up to date referral directories.
• Coordinate and oversee working relationships with all local project stakeholders serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
• Supervise and perform ad-hoc inspections of various processes and resources at project sites, including data quality assessments and Site Improvement Monitoring System (SIMS) visits, to ensure timely project activities implementation and adherence to established process standards and procedures.
• Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partners.
• Under the supervision of Technical Domain and the Partner Capacity Strengthening Lead, coordinate and support capacity strengthening and technical support activities with local partners to ensure assigned project activities are implemented per PEPFAR guidelines and best practices.
•  Coordinate provision of any logistical and administrative support to staff and partners
• Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements.
• Assist with preparation of trends analysis reports and documentation of case studies and promising practices.

MINIMUM QUALIFICATIONS

Education and experience

•  Master’s Degree in Nursing, Masters in Public Health, Masters in Social Work, Project Management related field required.
•  Minimum of 5 years of work experience in project support in particular in community HIV, health or social services for an NGO.
•  Minimum of 5 years of work experience in project support in particular in community HIV, health or social services for an NGO.
• Experience implementing and/or monitoring PEPFAR programs strongly preferred
• Knowledge or prior experience in social services and case management desirable
• Experience working with and coordinating partners, participatory action planning and community engagement required
• Staff supervision experience required.
• Experience monitoring projects and collecting relevant data
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Language required / desired:  Must be bilingual with a working knowledge of English and French.

Travel required:   Up to 50% travel to local partner sites and CENC- KIDSS project main office in Yaoundé.
